About this opportunity
The US Department of Agriculture Forest Service is soliciting bids for the reconstruction of 2.2 miles of road within the Williams Creek Campground in the San Juan National Forest, Colorado. The project involves comprehensive roadbed reshaping, ditch reestablishment, surface preparation, and the placement of a 4-inch layer of CDOT class 6 1"-minus road base material across a 12-18 foot width with a minimum 4% crown. Contractors must provide performance and payment bonds for 100% of the contract price and submit a project plan within five business days of contract award. The evaluation will use a tradeoff process where non-price factors including past performance, experience, work plan, and proposed schedule are considered more important than price. Amendment 0001 extended the proposal due date to July 31, 2025 at 1100 Central Time, with electronic submissions required to the contracting officer, and clarified that a bid bond is mandatory.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The contract value is estimated between $100,000 and $250,000, structured as a firm fixed-price agreement. The work encompasses three primary components: mobilization (1 lump sum), aggregate surface course grading (3,012 tons), and roadway reconditioning (2.2 miles). The period of performance extends from August 4, 2025 to April 24, 2026, with mobilization scheduled to begin October 6, 2025. Work will be performed at the Williams Creek Campground in Pagosa Springs, Colorado, with the campground remaining closed to the public during the entire contract period.
