This is an Invitation for Bids (IFB) for the San Joaquin/Stockton Deep Water Ship Channel (DWSC) FY26 Maintenance Dredging Project. The U.S. Army Corps of Engineers, San Francisco District, is seeking a contractor to perform annual maintenance dredging of the San Joaquin/Port of Stockton River navigation channel located in Contra Costa, Sacramento, and San Joaquin Counties, California. The work must dredge the channel to -35 feet MLLW plus 1 foot of paid over-depth for all reaches, except the sediment trap which shall be dredged to -38.5 feet MLLW plus 1 foot of paid over-depth. Total estimated quantities include approximately 146,002 cubic yards of material plus one mobilization/demobilization job. All dredged material is suitable for government-furnished upland disposal sites (Antioch Dunes, Scour Pond, Bradford Island, Mandeville, Tule Island, Roberts Island II, McDonald Island, Roberts Island I, and Rough and Ready Island), or the contractor may propose beneficial reuse at contractor-furnished sites subject to permit requirements. The estimated cost range is between $5,000,000 and $10,000,000. Sealed bids are due May 11, 2026 at 11:30 AM Pacific Daylight Time. The contract will be awarded as a single firm-fixed price contract under full and open competition (PSC Code Y1KF, NAICS Code 237990 with a $37,000,000 size standard). Performance must commence within one calendar day of receiving the Notice to Proceed and be completed within 196 calendar days, with all in-water work completed by November 30, with a mandatory performance period from August 1 through November 30 for most reaches (July 1-31 restricted to certain reaches only). The contractor must furnish all equipment, labor, materials, and services necessary for performance, including third-party contractors for fish monitoring, water quality monitoring, and hydrographic surveys. Bid guarantees equal to 20 percent of the bid price (not to exceed $3 million) are required, and performance and payment bonds equal to 100 percent of the contract price are required within 10 days of award. Submit bids electronically through the Procurement Integrated Enterprise Environment (PIEE) website; no other delivery methods are acceptable. A prospective contractor shall not be determined as responsible or not responsible solely based on a lack of relevant performance history except when there are special standards set forth in the solicitation, which applies, to all offerors that must be met in order to receive the award. These special standards may be necessary when unusual expertise or specialized facilities are necessary in the performance of the contract; therefore, in order to be determined as responsible for a particular contract, the offeror must be able to meet those special standards. A prospective contractor that is or recently has been seriously deficient in contract performance shall be presumed to be nonresponsive unless the Contracting Officer determines that the circumstances were beyond the contractor's control or that the contractor has taken appropriate corrective action.

Other responsibility considerations by the Contracting Officer will include past efforts by the contractor to apply sufficient tenacity and perseverance to perform acceptably, to meet quality requirements of contracts, and the contractor's past compliance with subcontracting plans (if required) under recent contracts.

4) Have a satisfactory record of integrity and business ethics.

5) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors).

6) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them.

7) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the Government will consider the certification in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.

(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award.
