About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking salvage vehicle transport and delivery services for its National Academy located in Brunswick/Glynco, Georgia. The solicitation is a Request for Quote (RFQ) for a Blanket Purchase Agreement (BPA) to provide vehicles used in specialized training programs such as Post Blast Investigative Techniques and Explosives Recognition. The government will evaluate quotes using the Lowest-Price-Technically-Acceptable (LPTA) method, with vendors required to demonstrate technical compliance with the Statement of Work and provide competitive pricing. All offerors must be registered in the System for Award Management (SAM) and submit their quotes via email to amanda.boshears@atf.gov by 11:59 AM EDT on May 7, 2025. The solicitation requires a two-volume quote submission, including a technical approach demonstrating SOW compliance and a separate pricing volume, with quotes remaining valid for 30 calendar days after submission.

The contract opportunity is exclusively set aside for small businesses within the Motor Vehicle Towing NAICS category. The ATF intends to establish multiple BPAs for up to 300 vehicles (60 sedans per year) and 50 motorcycles (10 per year) over a five-year period, with a base year and four option years. Contractors must be located within 10 miles of the Glynco facility and capable of delivering environmentally friendly salvage vehicles that are drained of fluids and free of debris. The vehicles will support advanced training classes for Special Agent and Industry Operations Investigator Basic Training, with delivery and pickup occurring on an as-needed basis. While no specific incumbent contractors are mentioned, the government reserves the right to award multiple BPAs to responsible vendors meeting the technical and pricing criteria, with vehicle delivery rotating between companies based on availability, rates, geographic location, and company ratings.
