About this opportunity

The National Institute of Standards and Technology seeks design-build construction services to remediate emergency safety showers and eyewash fixtures across five buildings at its Boulder, Colorado campus to achieve ANSI Z358.1-2014 compliance, with proposals due August 6, 2026 and questions due July 28, 2026. This is a 100% small business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million.

Place of performance is Boulder, Colorado. The project is structured as Design-Build with Building 22, Room 1203 as the base scope (CLIN 0001) and four option CLINs covering Buildings 25, 42/Central Utility Plant, Building 1, and Building 2. Work includes demolition and replacement of existing fixtures, installation of new compliant fixtures, modification of plumbing infrastructure to provide tempered water and thermostatic mixing valves, and pre- and post-construction testing. Contract type is Firm-Fixed-Price with performance from October 1, 2026 to March 29, 2029 for option items. The contractor must begin work within ten calendar days of Notice to Proceed and complete each scope within 180 calendar days.

Key personnel include a Project Manager, Site Superintendent, and Safety Manager, each requiring minimum seven years of relevant experience; the Safety Manager must hold OSHA 30-hour certification. Dual-role staffing is permitted, and key personnel may be subcontractors or consultants rather than prime employees. Design submissions are limited to a single 100% final design package with basic 2D plumbing schematics and simple electrical line diagrams; stamped drawings and traditional 30/60/90% design reviews are waived. Evaluation emphasizes technical approach and ANSI Z358.1-2014 compliance, key personnel qualifications, preliminary schedule with Gantt chart, past performance, and price. Asbestos-containing materials are presumed present and must be completely removed with post-abatement documentation. Amendments AMD0001 through AMD0004 (current as of July 22) extended deadlines, incorporated 35 RFI responses, revised the Statement of Work, and scheduled a second site visit for July 28, 2026 at Building 25.

Background Information

The Department of Commerce (DOC) campus is a research and development complex located at 325 Broadway in Boulder, Colorado. The National Institute of Standards and Technology (NIST) is the primary occupant, National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) also have a presence on campus. NIST’s Office of Facilities and Property Management (OFPM) is responsible for maintaining and renovation of spaces which consist of laboratories, office space and facilities maintenance areas throughout the campus.

Annual testing of safety showers and eyewashes across campus have shown a significant number of fixtures failing to meet the ANSI Z358.1-2014 (Emergency Eyewash & Shower Standard), mostly shower/eyewash combination fixtures that fail during simultaneous operation. OFPM conducted a study which identified deficient fixtures, determined the cause of failure, and recommended necessary actions to bring the fixtures into compliance.

Purpose

Many of the deficiencies identified have been remedied by NIST OFPM employees completing the recommended corrective actions. However, the scope in some buildings/areas is large enough to warrant contracted construction: Building 22 (B22), Building 25 (B25), Building 42 (B42/Central Utility Plant – CUP), Building 1 (B1), and Building 2 (B2) all have emergency fixtures needing attention. The intent of this project is to remedy the remaining deficiencies such that all emergency fixtures are compliant with ANSI Z358.1-2014. This Design-Build project is structured with B22 as the base scope and four option CLINs for the other abovementioned areas. Recommendations presented in this SOW and supporting documents are intended to be an optional starting point. Additional design and coordination will be necessary to proceed with any of the recommendations. It is the responsibility of the contractor to evaluate and confirm the viability of the recommendations, provide an engineered design, and execute the construction to successfully bring all fixtures within project scope into compliance.
