About this opportunity

The National Institute of Standards and Technology (NIST) is issuing a Request for Information (RFI) to identify qualified contractors for design-build construction services to correct safety shower and eyewash system deficiencies across multiple buildings at the NIST Boulder Campus. The work requires bringing all emergency eyewash and safety shower fixtures into compliance with ANSI Z358.1-2014 standards and includes professional architectural and engineering services, stamped construction drawings and specifications, and pre- and post-work testing witnessed by NIST staff. Key personnel requirements include a Project Manager, Site Superintendent, and Safety Manager, each with a minimum of 10 years of relevant experience in related work. Responses must be submitted by March 12, 2026, at 4:00 PM Mountain Time via email to the designated contract specialist with the subject line "Source Sought: Safety Shower and Eyewash Corrections Phase 1." Interested contractors should note that this is a preliminary RFI for information and planning purposes only and does not constitute a formal solicitation or commitment by the government; not responding to this RFI will not preclude participation in a future formal solicitation.

This procurement has been assigned NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with no small business set-aside, and the Small Business Administration size standard is $19.0 million. The project consists of a base scope in Building 22 with two optional scopes in Buildings 25 and 2, with the largest scope requiring installation of a new tempered water loop system serving 25 existing safety fixtures throughout Building 2. Interested contractors must submit capability statements limited to 20 pages (Times New Roman, 12-point font) including company information, UEI, business size status, cut sheets, drawings, and previous installation examples. Work must be performed during regular business hours (Monday through Friday, 7:00 AM to 5:00 PM Mountain Time) at the NIST Boulder Campus, Building 42, 325 Broadway, Boulder, Colorado 80305, with major utility outages limited to eight hours during semi-annual site shutdowns in May and September. The contractor must complete a detailed Safety Plan within 7 days of award and provide construction and phasing schedules 45 days before work commences, with all final deliverables including as-built documentation due within two weeks of project completion.
