About this file

This is Amendment 0001 to a federal design-build solicitation (1333ND26RNB1900015) issued by the National Institute of Standards and Technology (NIST) in Boulder, Colorado. The amendment incorporates 35 Requests for Information (RFIs) with government responses and extends the offer due date from June 23, 2026 to June 30, 2026 at 3:00 PM Mountain Time.

The project scope involves installing emergency eyewash and shower fixtures across five NIST buildings (Building 1, 2, 22, 25, and 42), including associated plumbing, electrical, and drainage systems. Key requirements clarified through the RFI responses include: Building 22 requires one eyewash/shower combination unit; Building 25 requires two eyewash fixtures (rooms 1300 and 117) with zero showers; Building 42 requires one eyewash with drain; Building 1 requires one eyewash/shower combination without plumbed drain; Building 2 requires one shower in the 1100 hallway, one eyewash/shower combination in room 1400 with floor drain, and one eyewash in the pump house. The government confirmed that instantaneous hot water systems are acceptable, press fittings are acceptable, pumped drainage systems are permissible where gravity drainage is not feasible, non-destructive testing (GPR preferred over x-ray) is required prior to concrete penetrations, and the contractor is responsible for field verification of all existing drawings. The amendment includes as-built drawings for all five buildings and confirms that asbestos-containing materials are presumed present, requiring complete removal and post-abatement documentation by the contractor.

The purpose of this amendment (0001) is to incorporate requests for information (RFI) with government response and extend the due date:

A. Incorporate the following received RFI with the government response to the subject solicitation:

[KTR RFI 01] “General: Please confirm the exact number of safety showers and eyewash stations to be addressed in the Base Bid (Building 22) and each Option CLIN. Is a marked-up drawings available?”

[GOV RESPONSE 01] Building 22: Provide one (1) new eyewash/shower combination unit. Building 25: Provide one (1) new eyewash in room 1300. Provide one (1) new eyewash in room 117. Total for Building 25 is two (2) eyewash fixtures, zero (0) showers. Building 42: Provide one (1) new eyewash. Building 1: Provide one (1) new eyewash/shower combination unit. Building 2:

Provide one (1) new shower in the 1100 hallway. Provide one (1) new eyewash/shower combination unit in room 1400 (high-bay lab). Provide one (1) new eyewash in the hydraulic pump house. No marked up drawings are available.

[KTR RFI 02] “General: Are as-built drawings available showing the existing plumbing, drainage, and electrical system layout for the affected areas?”

[GOV RESPONSE 02] All readily available drawings are attached. Contractor is responsible for verifying accuracy of drawings.

[KTR RFI 03] “General: Are there any known asbestos, lead, or other hazardous materials in the areas where new piping/electrical work will occur?”

[GOV RESPONSE 03] Yes. ACM or other hazardous materials are presumed to be present near the work area. Final design will determine the extent of abatement; in many cases the DB team can avoid disturbing the materials (only door sealant for example). NIST will provide report and/or testing of suspect materials as needed during design. The Contractor shall completely remove all asbestos-containing materials (ACM) within the project boundary. Upon completion, the contractor shall provide the COR with post-abatement documentation, including clearance inspection results, air monitoring data (if required), waste disposal manifests/receipts, and a written certification that the work area is free of residual ACM and compliant with all regulations.

[KTR RFI 04] “Concrete Penetrations / Core Drilling: Please confirm the thickness of concrete slabs where core drilling will be required for new drain piping.”

[GOV RESPONSE 04] Exact thickness is unknown and varies by location. Please refer to attached drawings for available information related to concrete thickness. Thickness will need to be verified by the contractor using Ground Penetrating Radar (GPR) or similar method.

[KTR RFI 05] “Concrete Penetrations / Core Drilling: Are there post-tensioned slabs or structural restrictions?”

[GOV RESPONSE 05] Structural elements or restrictions are unknown and vary by location.

Please refer to attached drawings for any available information related to structural reinforcements. Structural elements within the slab will need to be verified by the contractor using Ground Penetrating Radar (GPR) or similar method.

[KTR RFI 06] “Concrete Penetrations / Core Drilling: Is x-ray scanning or other non-destructive testing required prior to coring?”

[GOV RESPONSE 06] Yes. Non-destructive testing is required prior to making concrete penetrations to ensure no structural elements within are compromised. X-ray does not have to be used, other methods are acceptable (GPR).

[KTR RFI 07] “Concrete Penetrations / Core Drilling: Who is responsible for core drilling and structural review/approval?”

[GOV RESPONSE 07] Contractor Design-Build team is responsible for all elements of the project.

PAGE 3 OF 5 1333ND26RNB1900150001

[KTR RFI 08] “Mechanical/ Plumbing, Domestic Hot Water / Instant Hot Water: Will the Owner accept the use of instant (on-demand) hot water systems at applicable fixture locations?” If acceptable, “Is dedicated electrical power available at these locations?”

[GOV RESPONSE 08] Per the SOW, “It is acceptable to use an instantaneous water heater provided that it is listed/approved for the application and there is adequate electrical capacity in the existing distribution system.” Design-Build team shall evaluate existing loads and determine where it makes the most sense to get power from (see GOV RESPONSE 14).

[KTR RFI 09] “Mechanical/ Plumbing, Domestic Hot Water / Instant Hot Water: For locations requiring tempered water (55–85°F per ANSI Z358.1), does NIST prefer central tempered water systems, point-of-use instantaneous electric water heaters, or a combination”

[GOV RESPONSE 09] No preference. Location will dictate the most economical solution.

Mechanical/ Plumbing, Drainage Strategy:

[KTR RFI 10] “Mechanical/ Plumbing, Drainage Strategy: Please confirm locations of existing sanitary or floor drains available for tie-in.”

[GOV RESPONSE 10] See attached drawings for all available information. Design-Build team shall survey, and field verify as necessary.

[KTR RFI 11] “Mechanical/ Plumbing, Drainage Strategy: Will the Owner consider pumped drainage systems (e.g., condensate pumps, sewage ejectors) where gravity drainage is not feasible? If pumped systems are allowed: a. Are there preferred manufacturers or specifications? b. Are there backup power or alarm requirements?”

[GOV RESPONSE 11] Pumped drainage systems are acceptable where gravity drainage is not feasible or cost prohibitive. If pumped system only serves emergency fixtures there are no alarm or backup power requirements. NIST does not have any preferred manufactures or specifications provided that all site standards and other contractual requirements are met

(BAA).

[KTR RFI 12] Mechanical/ Plumbing, Floor Drain Limitations: Where floor drains are limited or infeasible: a. Are alternative drainage methods acceptable (hub drains, trench drains, pumped solutions)? b. Are there code or facility restrictions we must adhere to?”

[GOV RESPONSE 12] See GOV RESPONSE 11

[KTR RFI 13] “Mechanical/ Plumbing, Floor Drain Limitations: Will NIST allow minor rerouting of domestic water lines and drains to achieve proper distances for tempered water supply (within 5–10 seconds travel time), or must all modifications stay within existing chases/walls?”

[GOV RESPONSE 13] Yes, minor rerouting of piping is acceptable.

[KTR RFI 14] “Electrical: For new instantaneous electric water heaters, will NIST provide panel schedules, available amperage, and short-circuit current ratings (SCCR) for the panels serving the affected areas in each building?”

[GOV RESPONSE 14] All available electrical information has been provided in the attachments associated with these responses. Design Build team is responsible for field verification and providing 30-day metering on affected electrical equipment to retrieve actual electrical loads and assist in accurate load summaries. Take field measurements using a Fluke 435 or equivalent.

[KTR RFI 15] “Electrical: Are arc-flash labels and coordination studies current? Will the Government accept the Contractor’s engineer performing the required studies for new/modified electrical equipment?”

[GOV RESPONSE 15] To the best of our knowledge, labels and coordination studies are current.

If new distribution equipment is installed, Design Build team shall provide a coordination study, provide and attach new arc flash labeling. New arc flash labeling shall also be provided and attached for any equipment with a changed rating resulting from the study per

NFPA 70E.

PAGE 4 OF 5 1333ND26RNB1900150001

[KTR RFI 16] “Electrical: What are the requirements for temporary power during outages, and is emergency generator backup available for any new heaters or controls?”

[GOV RESPONSE 16] If outage is local, it only affects non-critical loads, and coordinated properly, temporary power will not be required (likely for all work under this contract). If critical loads are impacted, contractor will be responsible for providing temporary power.

New heaters and controls don’t need to be on emergency generator backup power.

[KTR RFI 17] “Record Drawings-Are there reliable drawings of the renovated area? To include plumbing, electrical at a minimum.”

[GOV RESPONSE 17] All available drawings are attached, reliability is not guaranteed, contractor shall field verify.

[KTR RFI 18] “Past Performance-I have 30 years of experience with electrical, and eye wash stations, plumbing and HVAC either in the field, as a design/build subcontractor or managing this scope directly for design/build prime contractors. Is this acceptable? KHW Services has been a consulting firm for contractors for 12 years, until recently receiving our WOSB/HUBzone. We are now actively pursuing smaller Prime scopes and purchasing for agencies.”

[GOV RESPONSE 18] Please complete the Past Performance Questionnaire (PPQ) in accordance with the solicitation documents.

[KTR RFI 19] “Designer requirements-My Mechanical PE is licensed in California and Florida.

He can easily be licensed within a week of award in Colorado. Is this acceptable?”

[GOV RESPONSE 19] Yes, provided he is licensed prior to conducting work on the project.

[KTR RFI 20] “Key Personnel-With this size of this project, can Site Superintendent / Safety Manager be 1 qualified person?”

[GOV RESPONSE 20] Yes, provided that the individual meets the requirements for both positions.

[KTR RFI 21] “The design schedule time allotted is 110 business days or 154 calendar days to include all four design submissions and seven separate reviewers. That leaves 26 calendar days for product submittal process, purchasing, demo, installation, testing, punch list. The execution side will take up 120 calendar days. Please consider.”

[GOV RESPONSE 21] Noted. The performance period is negotiable. Complete the preliminary schedule as accurately as possible using what you believe to be realistic timeframes, please don’t attempt to fit all the work into the listed POP if you don’t believe that it is realistic.

[KTR RFI 22] “The RFP calls for Tepid water temperature to be 60F-100F, Appendix E1 states to set temp at 85F. The existing cold water temp Is likely 45F. Hot water supply will need to be 110F-120F mixed to achieve 85F tepid temp. The electric water heaters will need to be much larger to achieve this. Is 60-70F acceptable?”

[GOV RESPONSE 22] The fixtures need to meet the requirements, and pass testing in accordance with ANSI Z358.1-2014, 60F-100F.

[KTR RFI 23] “Combination eye wash/shower to be provided with curtains for disrobing?”

[GOV RESPONSE 23] No

[KTR RFI 24] “Can you provide existing drawings for all buildings including plumbing, electrical one-line & power plans.”

[GOV RESPONSE 24] All available drawings are attached, reliability is not guaranteed, contractor shall field verify.

[KTR RFI 25] “Confirm that Press fittings are acceptable.”

[GOV RESPONSE 25] Press fittings are acceptable.

PAGE 5 OF 5 1333ND26RNB1900150001

[KTR RFI 26] “Do you have any existing architectural backgrounds? If not, please confirm if creating those needs to be included in our scope”

[GOV RESPONSE 26] All available drawings are attached, reliability is not guaranteed, contractor shall field verify. Anything not included needs to be created within the project scope.

[KTR RFI 27] “Building 25, room 1300 is currently eyewash only. Do we need to provide a combination shower/eyewash for this area?”

[GOV RESPONSE 27] No, this area requires only an eyewash.

[KTR RFI 28] “Building 25, room 117 states to add a new eyewash. Is a combo eyewash/shower preferred, or do we just provide an eyewash as stated in RFP?”

[GOV RESPONSE 28] A shower is not required in this space, eyewash only.

[KTR RFI 29] “Building 22 - the existing shower in mech room to remain or be demoed?”

[GOV RESPONSE 29] – The existing shower in the mechanical room is not within project scope and shall remain as-is.

[KTR RFI 30] “Building 42 - RFP states eyewash to be added. Should this be a combo eyewash/shower with drain?”

[GOV RESPONSE 30] Shower is not required, provide new eyewash with drain tied into SS located in ceiling space of floor below.

[KTR RFI 31] “Building 1 - Confirm eyewash and shower combo”

[GOV RESPONSE 31] Confirmed, combo unit with no plumbed drain.

[KTR RFI 32] “Building 2 - Confirm eyewash and shower combo or just shower as stated in RFP in 1100 hallway”
