About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 seeks grease trap cleaning services at Tomah VA Medical Center, with proposals due August 14, 2026. This is a 100% SDVOSB set-aside procurement.
Place of performance is Tomah, Wisconsin. The contract covers six grease traps ranging from 17 to 2,000 gallons in capacity, located in kitchen areas at the facility. The contractor must perform six scheduled cleaning inspections per contract year in December, February, April, June, August, and October, and provide up to three service calls annually to pump a lift station in Building 410. All work is performed Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding Federal holidays, with scheduling coordinated by the Contracting Officer's Representative. The contractor bears full responsibility for transporting grease-trap waste to an offsite licensed receiving facility and covering all transportation and disposal costs within pricing. The government does not require service documentation or reports upon completion.
The contract runs from December 1, 2026 through November 30, 2027 (base year) with four optional one-year extensions through November 30, 2031. Estimated contract value is $16.5 million. The contractor must submit firm-fixed pricing for all line items covering the base period and all four option periods; failure to do so renders the quote unacceptable. Service Contract Labor Standards apply under Wage Determination No. 2015-4929 Revision No. 31 (Monroe County, Wisconsin). The contractor must comply with VA facility requirements including background investigations at Tier 1/Low Risk level, facility security procedures, and records management obligations. The NAICS code is 562998, All Other Miscellaneous Waste Management Services; PSC is S222, Housekeeping–Waste Treatment/Storage. The government will award a firm-fixed-price contract without discussions based on evaluation of price, technical capability, and relevant experience.

Grease Trap Services Solicitation # 36C252-26-Q-0525 - Vendor Questions and Answers
1. I respectfully request clarification regarding the size of the lift stations. We were not able to locate that information on the solicitation documents.
The grease traps are for the kitchen areas where food is prepared and there is a possibility of grease going down the drain. (Lifting stations are for human waste disposal).
2. Please clarify the disposal requirement. The description states that the contractor shall dispose of grease at facilities located at the Tomah VA Medical Center. Does the Tomah VA provide an approved onsite disposal or receiving facility for grease-trap waste? If so, please identify the disposal location, procedures, operating hours, capacity restrictions, and any applicable fees. If not, please confirm that the contractor must transport the waste to an offsite licensed receiving facility and include all transportation and disposal costs in its price.
The Tomah VA does not provide an approved onsite disposal or receiving facility for grease-trap waste. The contractor is responsible for transporting the waste to an offsite location. Please refer to the Performance Work Statement (Section B.3) in the solicitation.
3. Please provide the number, location, type, rated capacity, approximate current contents, and required cleaning frequency of each grease trap or interceptor. Please also specify required service documentation, including disposal manifests, volume tickets, photographs, and inspection reports.
Refer to Section B.3 Performance Work Statement for building locations, cleaning frequency, and grease trap sizes. Current content in the grease traps is grease. The government does not require service documentation/reports upon completion of service.
4. If not brand new, could you please provide the current/previous contract number?
The current contract number for Grease Trap Cleaning Services at the Tomah VA Medical Center is 36C252-22-P-0128.
