About this opportunity
Department of Veterans Affairs Veterans Integrated Service Network 21 is conducting market research through a sources-sought notice for Pacific Island pest control services, with responses due by September 30, 2026. This procurement is set aside for Total Small Business and carries a base contract period of November 1, 2026 through October 31, 2027, with four optional years extending through October 31, 2031.
Work is performed across eight facility locations in Hawaii: three buildings at Tripler Army Medical Center (Center for Aging and Community Living Center Building 110, E-Wing Building T1, and Acute Care Clinic Building 30), a VA Warehouse, and four Community-Based Outpatient Clinics (Kauai, Kona, Windward, and HPACT). Services must be delivered on weekends (Saturday or Sunday) between 6:00 AM and 12:00 PM, excluding federal holidays.
Contractor must be licensed in Hawaii with service technicians certified by the Hawaii Department of Agriculture. Personnel must display names and company affiliation on uniforms; when multiple personnel are assigned, one must serve as supervisor fully certified in all pest management categories. The contractor furnishes all labor, equipment, chemicals, and supplies including monthly pest control treatments at specified locations, monthly Flying Insect Defense system installations (Stealth Maxim's warm gray), quarterly rodent control with bait stations and traps, migratory pest control with minimum three applications annually, and bed bug services on an as-needed basis. Quality assurance standards mandate 98% compliance with monthly applications and 99% compliance with rodent control device servicing. A 4-hour callback guarantee is required for inadequate pest control at no additional charge. All pesticides and equipment must be removed from VA installations when not actively working, with excess containers disposed of off-site at contractor expense.
