About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5) is procuring municipal solid waste disposal and recycling services under a single award firm fixed unit price Blanket Purchase Agreement (BPA) structured as a Request for Quotations. The services cover four Veterans Affairs Medical Centers (VAMCs) and seventeen Community-Based Outpatient Clinics (CBOCs) across West Virginia, with an ordering start date of April 1, 2026, and a contract period extending through March 31, 2031 (one base year plus four one-year options). The contractor must provide all equipment, labor, materials, and transportation for collection, removal, and disposal of municipal solid waste in compliance with applicable local, state, and federal regulations, with an emphasis on value engineering and maximizing recycling and landfill avoidance. The government will conduct comparative evaluations in accordance with FAR 12.203, assessing offers based on technical factors, past performance, and pricing rather than price alone. The deadline for RFQ responses is February 9, 2026, at 10:00 AM Eastern Time, with vendor questions having closed on January 14, 2026, at 2:00 PM ET.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with tiered evaluation preferences for Veteran-Owned Small Businesses (VOSB) as the secondary tier and other small businesses as the tertiary tier. Current waste haulers serving various locations include Allied Waste Services (Huntington), Waste Management (Clarksburg and Martinsburg), and Lusk Disposal (Beckley). The VISN 5 facilities generate approximately 10 million pounds of waste annually, with specific container and service requirements varying by location, including compactors ranging from 30 to 40 cubic yards, roll-off containers of 6 to 20 cubic yards, and standard dumpsters of 2 to 8 cubic yards. The Statement of Work specifies that major VAMCs require between 104 and 135 pickups annually with waste volumes ranging from 375 to 1,027,096 pounds per facility, along with comprehensive recycling services, annual waste audits, and waste management education and training programs. Place of performance is throughout West Virginia and portions of Maryland, Virginia, Ohio, and Kentucky where the four primary VAMCs and their associated CBOCs are located, with the primary contracting officer being Darren G. Morris at darren.morris2@va.gov.
