About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) Veterans Integrated Service Network 5 is seeking municipal solid waste and recycling services for four West Virginia VA Medical Centers (VAMCs) and their associated Community-Based Outpatient Clinics (CBOCs). The procurement will be structured as a single-award Blanket Purchase Agreement (BPA) with a firm fixed unit price arrangement. The contract will be evaluated using a tiered approach prioritizing small business concerns, with Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) evaluated first in Tier 1, followed by Veteran-Owned Small Businesses (VOSBs) in Tier 2, and other small business concerns in Tier 3. All prospective offerors must be registered in both the System for Award Management (SAM) database and listed as certified in the Small Business Administration (SBA) database at the time of quote submission and prior to award. The deadline for submission of quotations is November 20, 2025, at 10:00 AM Eastern Time, with the government reserving the right to award based on initial quotes without discussion.

The procurement is set aside exclusively for small business concerns and will not consider large businesses or non-certified entities. The anticipated ordering period spans five years, commencing April 1, 2026, and concluding March 31, 2031, structured as one base year plus four option years. No incumbent contractor or budget range is identified in the pre-solicitation materials. The solicitation covers waste management and recycling services across four VAMCs within VISN 5, ensuring coordinated environmental and sanitation support across the region's veteran healthcare facilities. Prospective offerors should note that early registration in the SAM database is strongly encouraged to avoid delays in the contracting process and ensure eligibility for consideration.
