About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is seeking janitorial services for the VA Caribbean Healthcare System (VACHS) in San Juan, Puerto Rico, and the Mayaguez Out-Patient Clinic (MOPC). The procurement requires comprehensive cleaning services across approximately 847,468 square feet of medical facilities, including main buildings, a Community Living Center, Out-Patient Addition, South Bed Tower, and the Mayaguez clinic, with 24/7 services required at VACHS and standard business hours at MOPC. Contractors must maintain hospital-grade cleanliness standards, comply with OSHA, EPA, and VA guidelines, and provide personnel with medical facility cleaning experience who complete mandatory VA training and background investigations. The evaluation will prioritize technical capability and past performance over price, with technical capability being more important than past performance, and both factors combined being significantly more important than price. Site visits were conducted on May 19-20 and June 9, 2025, with questions originally due May 21, 2025, and proposal submissions extended to June 20, 2025, at 3:00 PM Atlantic Standard Time.
This solicitation is set aside for small businesses under NAICS code 561720 (Janitorial Services) with a size standard of $22 million, and the contract includes provisions for a Collective Bargaining Agreement with Sindicato Puertorriqueño de Trabajadores y Trabajadoras, SEIU - Local 1996. The contract period spans from October 1, 2025, to September 30, 2026, with four potential twelve-month option periods, creating a total possible contract duration of five years. The facilities serve approximately 5,000 daily visitors and require specialized services including terminal cleaning in operating rooms between procedures, recycling services, and cleaning of various clinical spaces, high-traffic bathrooms, kitchens, and rehabilitation areas. Services will be performed at the VA Caribbean Healthcare System located at 10 Casia Street, San Juan, Puerto Rico 00921, and the Mayaguez Out-Patient Clinic. The solicitation emphasizes performance-based requirements where contractors must develop their own task frequency schedules while meeting minimum government standards and providing their own cleaning equipment.

Update #3 · Latest ·
Janitorial Services at VACHS and MOPC (36C24825R0040)
The purpose of this amendment is to provide additional information regarding the existing Collective Bargaining Agreement (CBA), and provide follow-up in regards to a previous question related to the employee roster of the incumbent Contractor.
Even though there are two CBA numbers in SAM (2023-443 and 2023-444), they both refer to the same CBA. There is only one CBA. However, it has two different numbers because when such numbers were created in SAM, one was created for each municipality: 2023-443 for San Juan, and 2023-444 for Mayaguez.
Furthermore, an employee roster of the incumbent Contractor will be provided in the event of a successive Contractor no later than 10 days before contract completion of the current contract (see FAR 22.1020).
The proposal submission deadline remains June 20, 2025 at 3:00 PM Atlantic Standard Time (AST).
Update #2 ·
Janitorial Services at VACHS and MOPC (36C24825R0040) The purpose of this amendment is to provide the following: answers for questions received, a copy of the Collective Bargaining Agreement (CBA), a revised Performance Work Statement (PWS), photos for the Operating Rooms, a concept photo of the Veterans Canteen Service (VCS) dining area, and the details for the second site visit to view the floor plans. Wages, benefits, and prospective increases are subject to the attached CBA under the predecessor contract. However, through Executive Order (EO) 14148 (Additional Rescissions of Harmful Executive Orders and Actions), President Trump revoked EO 14026 (Increasing the Minimum Wage for Federal Contractors), effective 03/14/2025. Furthermore, the proposal submission deadline has been postponed to 3:00 PM Atlantic Standard Time (AST) on June 20, 2025. The PWS has been revised, to make the following corrections and updates: Section 2.8 of the PWS has been updated to reflect the hours of operation of each facility. Section 2.8.1 and 2.8.2 have been added to specify service coverage times per area. Section 2.9.1.1: square footage for the VACHS main building was corrected to reflect 172,686 ft2. Section 2.9.1.4: square footage for the South Bed Tower (SBT) was corrected to reflect 225,662 ft2. Section 10.1: the following wording has been added: All recyclable waste (paper, cardboard, aluminum, and plastic) shall be collected, properly handled, and transported to designate storage area. Then such waste shall be discarded into their respective dumpster outside the building . Section 10.3.11: list of high traffic toilet rooms has been revised. Section 13: was added to this PWS to address the scenario where janitorial services are no longer needed in an area, ward, or clinic. Section 15 has been added to specify the disinfection items that are provided by the Government. Section 20 has been added to the PWS to specify the requirements for influenza vaccination. Additionally, pictures for the Operating Rooms (ORs) and the Veterans Canteen Service (VCS) concept dining area are attached to this amendment, for interested offeror s reference. A second site visit will be conducted on June 9, 2025 from 8:00 AM to 12:00 PM AST, to allow interested offerors an opportunity to view the floor plans for each facility covered under this procurement. The meeting will be conducted in the VACHS Admin Building room number 1M102A. This second site visit will not be to walk the areas again, as a second walkthrough will not be conducted.
