About this opportunity
The Federal Bureau of Prisons Central Office seeks proposals for Residential Reentry Center (RRC) and home confinement services within 14 Kentucky counties (Ballard, Caldwell, Calloway, Carlisle, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, Marshall, McCracken, Paducah, and Trigg), with a home confinement radius of 150 miles unrestricted by state or county lines, with proposals due December 9, 2026. This is an indefinite-delivery, indefinite-quantity contract with no set-aside.
Place of performance is Paducah, Kentucky. The contractor must achieve full operational status within 120 days of award. The contract comprises a one-year base period and four one-year option periods with firm-fixed unit pricing structured in two tiers: Tier 1 covers fixed monthly rates for in-house RRC Average Daily Population (ADP) of 15 or fewer offenders (guaranteed minimum 5,490 ADP annually), and Tier 2 applies daily rates for ADP of 16 or more (estimated maximum 10,980 ADP); home confinement Tier 1 covers fixed monthly rates for ADP of 10 or fewer (guaranteed minimum 3,660 ADP annually), and Tier 2 applies daily rates for ADP of 11 or more (estimated maximum 7,320 ADP).
The contractor must provide 24/7 staffing with a Facility Director (minimum four-year degree in social or behavioral science plus two years related experience and two years supervisory), Case Managers (one per 30 residents), and Employment Placement Specialists. All staff require background investigation and clearance before working with federal residents, plus 40 hours initial training and 20 hours annual refresher training. Minimum staffing includes two dedicated supervisory positions (one male, one female) for seven-day coverage. The facility must comply with all federal, state, and local health, safety, environmental, and building codes, including NFPA fire safety, OSHA, ABA accessibility, and specific flammability standards. Physical plant requirements include minimum 25 continuous square feet per resident in sleeping areas, separate facilities by gender, one toilet per eight residents, one shower per eight residents, and one internet-enabled computer per 20 residents. Contractors must provide at least 70 percent of services using direct employees with no more than 30 percent subcontracting. Service Contract Act prevailing wage determinations apply across multiple county groupings with fringe benefits, vacation, and paid holidays. Contractors must enroll in E-Verify within 30 days of award if not already enrolled. Evaluation weights past performance as most important, technical and management factors, and price as least important. The government reserves the right to award without discussions based on initial proposals. NAICS code is 623990, Other Residential Care Facilities; PSC code is G004, Social Rehabilitation.
