About this opportunity
The Department of Justice Bureau of Prisons seeks residential reentry center (RRC) services for male and female federal offenders in ten Tennessee counties (Carter, Cocke, Greene, Hamblen, Hancock, Hawkins, Johnson, Sullivan, Unicoi, and Washington), with proposals due November 27 at 2:00 PM ET and questions directed to Senior Contract Specialist Tana Jankowiak at TJankowiak@bop.gov.
Place of performance is Johnson City, Tennessee, with a home confinement radius of 150 miles not restricted by state or county lines. The contract is a firm-fixed unit price IDIQ with a one-year base period and four one-year option periods. Contractor must achieve operational readiness within 120 days of award.
Pricing requires four separate tiers: (1) in-house RRC fixed monthly rate for average daily population (ADP) of 14 or fewer offenders with guaranteed minimum of 5,110 ADP annually; (2) in-house RRC daily rate for ADP of 15 to 35+ with estimated maximum of 12,775 ADP; (3) home confinement fixed monthly rate for ADP of 10 or fewer with guaranteed minimum of 3,650 ADP annually; and (4) home confinement daily rate for ADP of 11 to 25+ with estimated maximum of 9,125 ADP. All contractors must comply with prevailing wage determinations and enroll in E-Verify within 30 calendar days of award.
Evaluation prioritizes past performance (most important), followed by technical and management factors, with price weighted least important. Offerors must submit right to use documentation within 90 days of proposal and provide community notification via certified mail to law enforcement and two levels of local government. Proposals must include completed environmental checklist, facility compliance certification, community relations plan, offender accountability and security plan, personnel resources plan, and past performance documentation. NAICS 623990, PSC G004.
