About this opportunity
The Department of Justice Federal Bureau of Prisons seeks proposals for Residential Reentry Center (RRC) and Home Confinement services for male and female federal offenders in Sacramento County and the border counties of San Joaquin, Sutter, Yolo, Solano, Placer, El Dorado, and Amador, with proposals due January 8, 2027 at 2:00 p.m. EST. No set-aside is used. The contract is a firm-fixed-price IDIQ for services with a one-year base period and four one-year options.
Place of performance is Sacramento County and the listed border counties for RRC services, with home confinement placements within 150 miles of the RRC facility. Proposals are submitted electronically by email to mcomstock1@bop.gov, with the Acquisitions Branch office in Washington, D.C. as the receiving location. The government reserves the right to award without discussions, so offerors must submit final proposal revisions. Offerors must submit three PDF volumes (Technical/Management, Business, and Past Performance), each not exceeding 20 megabytes per email.
The RRC in-house requirement carries a guaranteed minimum of 16 beds (14 male, 2 female) and an estimated maximum of 40 beds (34 male, 6 female). The home confinement requirement carries a guaranteed minimum of 8 placements and an estimated maximum of 20 placements. The government intends to award both line items to a single provider. The contractor must be fully operational within 120 days of award. Per the Statement of Work summary, the contractor must supply 70 percent of services with directly compensated employees and subcontract no more than 30 percent, and all employees require BOP background clearance before working with federal residents. Key personnel include a Facility Director and case managers at one per 30 residents.
Pricing requires firm rates for the base period and each option year; sliding scales are not acceptable. Pricing is based on fixed daily inmate rates. Proposals must remain valid for 240 days after the closing date. Contractors must enroll in E-Verify or enroll within 30 calendar days of award. On-site facility inspections may occur after proposal receipt and before negotiations.
Evaluation weighs past performance as the most important non-price factor, followed by technical/management, with price least important. The technical volume follows the Compliance Matrix, requiring right-to-use documentation, zoning approval, community notifications, and floor plans. Section J attachments include Service Contract Act wage determinations for Sutter and Yuba, Amador, El Dorado, Placer, Sacramento, Yolo, Solano, and San Joaquin counties, along with an environmental checklist and a Business Management Questionnaire. NAICS is 623990, and PSC is G004.
