About this opportunity
The Defense Health Agency seeks a firm-fixed-price contract for paramedic-level Emergency Medical Services at Robins Air Force Base, Georgia, with proposals due August 3, 2026, at 12:00 p.m. Eastern Time. This is a 100% Total Small Business Set-Aside under NAICS 621910 (Ambulance Services; $22.5 million size standard).
Place of performance is Warner Robins, Georgia. The contractor must provide all personnel, management, supervision, fully equipped ambulances, and supplies to deliver continuous 24/7/365 coverage with a mandatory seven-minute response time for primary emergency calls and twelve-minute response time for secondary backup calls (90% monthly compliance). The contractor shall maintain a minimum of two fully equipped, operational ambulances at all times, supported by a fleet of at least three total ambulances. All paramedics must maintain Endotracheal Intubation credentialing with a minimum of four live intubations annually. Personnel must hold current Georgia EMS Service Licenses, NREMT certification, BLS, PALS, and ACLS certifications. The Government reserves the right to expand scope to include similar EMS requirements for other Military Treatment Facilities in Georgia and South Carolina via bilateral modification.
The contract consists of one six-month Base Period (November 1, 2026 through April 30, 2027) and four twelve-month Option Periods extending through April 30, 2031, with an additional potential six-month extension through October 31, 2031. Historical workload averages 264 emergency responses and 160 patient transports annually, with approximately 50–60% requiring off-base facility transport. Service Contract Labor Standards apply: EMT-Basic $18.96/hour plus 36.25% fringe; EMT-Intermediate $23.49/hour plus 36.25% fringe; Paramedic $28.73/hour plus 36.25% fringe; Ambulance Driver WG-6 $23.11/hour or WG-7 $24.43/hour, both plus 36.25% fringe.
Evaluation weighs Technical Capability Approach (transition plan feasibility, credentialing strategy, staging logistics, staffing retention), Past Performance (maximum three references from municipal, secured campus, or military environments; evaluated as Acceptable, Low, or Neutral confidence), and Price (fairness and reasonableness only; no Price Realism analysis). Non-price factors combined are significantly more important than price. Award will be made without discussions to the responsible vendor offering best value. Price proposals must remain valid for 90 calendar days. Contractors must comply with FAR 52.219-14, ensuring at least 50 percent of personnel costs are expended for prime contractor employees. All contractor personnel must obtain Defense Biometric Identification System (DBIDS) passes for installation access. Payment is via Electronic Funds Transfer through the Defense Finance and Accounting Services using Wide Area Workflow.
