The non-price factors (Technical Capability and Past Performance), when combined, are significantly more important than Price. The formal source selection procedures described in FAR Part 15 will not be utilized.
B. EVALUATION CRITERIA

• Basis of Evaluation: The Government will subjectively evaluate the offeror's comprehensive understanding of the requirement and the feasibility of their proposed approach to successfully fulfill the contract requirements. Factor 1 Rating Standard:
• Acceptable: The proposal demonstrates a feasible, realistic technical approach that meets all requirements of the Performance Work Statement (PWS)
• Unacceptable: The proposal fails to demonstrate a feasible technical approach that meets the PWS requirements
• FACTOR 2: PAST PERFORMANCE:

The Government will assign an overall performance confidence rating using the following simplified criteria:
• Acceptable Confidence: Based on the offeror's recent and relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
• Low Confidence: Based on the offeror's recent and relevant performance record, the Government has low expectations or significant concerns that the offeror will successfully perform the required effort.
• Neutral Confidence: The offeror lacks a record of recent and relevant past performance, or the past performance information is so sparse that no meaningful confidence rating can be assigned. In accordance with RFO guidelines, a neutral confidence rating will be evaluated neither favorably nor unfavorably.
• FACTOR 3: PRICE: The proposed price will be evaluated for fairness and reasonableness.
• Basis of Evaluation: The proposed price will be evaluated for fairness and reasonableness in relation to the solicitation requirements. Prices must be entirely compatible with the technical capability portion of the proposal.
