• Basis of Evaluation: The Government will subjectively evaluate the offeror's comprehensive understanding of the requirement and the feasibility of their proposed approach to successfully fulfill the contract requirements. Factor 1 Rating Standard:

• Acceptable: The proposal demonstrates a feasible, realistic technical approach that meets all requirements of the Performance Work Statement (PWS)

• Low Confidence: Based on the offeror's recent and relevant performance record, the Government has low expectations or significant concerns that the offeror will successfully perform the required effort.

• Neutral Confidence: The offeror lacks a record of recent and relevant past performance, or the past performance information is so sparse that no meaningful confidence rating can be assigned. In accordance with RFO guidelines, a neutral confidence rating will be evaluated neither favorably nor unfavorably.
