The contractor will be responsible for 24/7 airfield operations, including daily inspections, emergency response, flight planning, aircraft processing, and operational support in accordance with specific Air Force manuals and instructions. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical factors including Program Management Plan, Recruitment/Retention/Transition Plan, and Mission Essential Plan. Proposals are due on January 24, 2025, at 1:00 PM ET, with a mandatory site visit scheduled for January 8, 2025. The solicitation requires a detailed technical proposal and pricing spreadsheet, with contractors needing to demonstrate compliance with specific airfield management regulations and operational requirements.
The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) with a NAICS code of 488119 and a size standard of $40 million. The planned contract includes a base period from March 3, 2025, through March 2, 2026, with four one-year option periods and a potential six-month extension. The work will require maintaining a minimum staffing of two qualified personnel per shift across three shifts, including an Airfield Management Operations Manager working Monday through Friday. The place of performance is South Base, GA 31098, with an estimated monthly workload of approximately 430 departures, 440 arrivals, 31 airfield inspections, and 146 emergency/discrepancy checks. While specific award value is not explicitly stated, the comprehensive nature of the services and the multi-year contract structure suggests a significant procurement opportunity for qualified SDVOSB contractors.
