About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a Service-Disabled Veteran-Owned Small Business to provide comprehensive Airfield Management Services at Robins Air Force Base in Georgia. The contractor will be responsible for managing all airfield operations, including project planning, aircraft parking, operational exercises, airfield inspections, maintenance coordination, flight planning, emergency response, and training support. Key contract requirements include providing personnel who can operate 24/7, maintaining a site manager during standard business hours, and following specific Air Force instructions and regulations such as AFMAN 13-204 and DAFI 13-213. While specific evaluation criteria are not detailed in the pre-solicitation notice, contractors will need to demonstrate capability to meet rigorous operational standards, maintain required certifications, and comply with security clearance requirements. The opportunity was posted on December 23, 2024, with proposals due on the same date, suggesting a potentially expedited procurement process.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business firms, limiting competition to eligible vendors with this designation. Foreign participation at the prime contractor level is currently not permitted, and the acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Performance Work Statement indicates the contractor must provide an Airfield Management Operations Manager with USAF NAMO certification and at least two fully qualified personnel, with specific operational requirements including processing approximately 430 monthly aircraft departures and conducting 31 monthly airfield inspections. While no specific award value is mentioned, the comprehensive nature of services and 24/7 operational requirements suggest a substantial contract. The initial contract period appears to begin on June 1, 2024, with expectations for the contractor to provide continuous, detailed airfield management services across multiple shifts.
