SUBJECT: Solicitation Number: FA8501-25-R-0003, Airfield Management Services, Robins

AFB, GA

Below are questions and answers regarding the above referenced Request for Proposal (RFP) and Performance Work Statement (PWS).

1. Reference RFP Section L-2.2 Proposal Volume Requirements: There are no instructions stating the page limits for the Technical Volume, Volume 2. There is no specific page limit for RFP Section L-2.2 Proposal Volume Requirements.

2. Reference PWS Paragraph 1.1.1.2: The paragraph states that the contractor is required to staff an AMOM, a Shift Lead and Coordinator for the day shift. Question 1: Is a Shift Lead required on Shift 2 and Shift 3 respectively or can the contractor staff these shifts with qualified coordinators to work the counter or AMOPS duties? A Shift Lead is required for all three shifts IAW DAFMAN 13-204V2, Para 3.2.1 and the PWS. Question 2: Can the Contract Manager function as the AMOM? Yes, the Contract Manager can function as the AMOM.

3. Reference PWS Paragraph 1.3.3.1: This paragraph states the contractor will provide AMOPS personnel to support three shift operation 365 days a year. Question: Is our interpretation of the PWS staffing support requirement correct? This is a 24/7 operation, consisting of three shifts, 365 days a year.

4. Reference PWS Paragraph 1.3.9: The paragraph states the AFM/AAFM/COR shall always be the Contractor's first point of contact when elevating concerns. Question: Are the AFM/ AAFM positions staffed or manned by Government employees? Yes, the AFM and AAFM are Civil Service staffed positions.

5. Can the Government provide a current seniority list for vacation purposes? No, this is internal to the current contractor, information that the Government doesn't have privilege to.
