About this opportunity

The Department of Agriculture Forest Service seeks rehabilitation of Riverside Day Use Area at Stanislaus National Forest, California, with quotations due June 4 at 11:00 AM Pacific Time. This is a Total Small Business Set-Aside; the small business size standard is $45 million. The procurement is issued as a Request for Quotation (RFQ) for commercial items under FAR Part 12.

Place of performance is Tuolumne County, California. Work must commence within 10 calendar days of receiving the notice to proceed and be completed within 45 calendar days. Operations are restricted to 8 AM–5 PM on weekdays only.

Mandatory work includes mobilization, asphalt concrete pothole patching and bridge approaches (14 tons), timber trail bridge fabrication and installation, and reinforced concrete retaining wall construction estimated at 15 linear feet. Optional items include hand pump water system repair and stone veneer facing. The contractor must hold a valid California contractor's license and possess a C-57 Well Drilling Contractor license if performing hand pump work. All work must comply with Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), Forest Service Supplemental Specifications (FSSS), and FSSS 557 for Timber Structures.

Project magnitude is disclosed between $100,000 and $250,000. A bid guarantee is required per SF 24 or cashier's check. If the final contract value exceeds $150,000, performance and payment bonds at 100% are required; bond premiums must be included within contract price rather than added separately. A single firm fixed-price award will be made.

Amendment A00001 issued May 15 incorporates mandatory Request for Information responses addressing wing wall sizing, gabion basket remediation, and footing design on granite bedrock; all offerors must acknowledge receipt prior to submission. Requests for information are due May 15 at 11:00 AM Pacific Time to Contracting Officer Tanya Torres at Tanya.Torres@usda.edu.

Evaluation criteria include capability and subcontracting plan, site-specific safety plan, quality control plan, material availability, and California contractor license verification. Award will be made to the highest technically rated offeror with acceptable or neutral past performance, provided pricing is fair and reasonable. Quotations must include SF 1442 with pricing for all bid items, technical approach documentation (work plan, key personnel, performance schedule), and three past performance references for similar projects completed within the last three years. Davis-Bacon Act prevailing wage rates apply. NAICS code is 237310, Highway, Street, and Bridge Construction.
