About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for USDA Forest Service solicitation 127EAW26Q0026, issued May 15, 2026, with an effective date of 05/15/2026. The amendment (A00001) addresses the Riverside Day Use Area Rehabilitation project under the GAOA 2.0 program at Stanislaus National Forest, California, and incorporates Request For Information (RFI) responses that are mandatory for all subsequent proposals. The amendment specifies that failure to use the revised documents and requirements will result in proposals being deemed non-responsive.
The RFI responses address three key technical questions regarding the construction design: (1) wing wall sizing for bridge abutments, clarifying that the 15" estimated wing walls account for both abutment backwalls and wing walls, with field-fit adjustments anticipated for upstream and downstream conditions; (2) remediation of failing gabion baskets along channel walls following the elimination of 40 feet of retaining walls, with the Forest Service committing to repair remainder of channel walls internally post-project completion; and (3) footing design on solid granite bedrock, specifying that abutment walls should be secured by extending #4 and #7 vertical reinforcement into bedrock with grouting requirements of 1 foot at the wall front and 2 feet at the rear. All offerors must acknowledge receipt of this amendment prior to the offer submission deadline.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
1. The revised plan set calls for 15' of retaining walls and that the wing walls will need to prevent intrusion of water behind the walls. The head walls for the bridge will need to be a minimum of 5' each side, that will leave a 15" wing wall at each corner. Confirm that 15" will be sufficient, and if not, how long should they be.
Response: The estimated 15' of retaining walls accounts for the bridge abutment backwalls as well as the wing walls. Wing walls should be field fit to protect the abutments from erosion and transition to the existing adjacent walls. It is anticipated that the upstream wingwall on the south side of the bridge will need to be larger than 15", while the downstream wingwall on this side will be less than 15".
2. Since the revised plan set eliminated 40' of retaining walls, what will hold up the failing gabion baskets on either side of the bridge?
Response: The Forest Service intends to repair the remainder of the channel walls internally following completion of this project.
3. The plans call for a 12" thick footing keyed into soil. The footings will be on solid granite with no way to key them in. Will there be a detail showing pinning the footing to the granite?
Response: Where fully supported on competent, continuous bedrock, abutment wall can be secured by extending the #4 and #7 vertical reinforcement from the wall into the bedrock. Reinforcement shall be grouted 1' into rock at front of wall and 2' into rock at rear.
B. All other terms and conditions remain unchanged.
