About this opportunity
The Department of the Treasury's Bureau of Engraving and Printing (BEP) is soliciting quotes for rigging services through a Blanket Purchase Agreement (BPA) that will handle the disassembly, relocation, demolition, removal, and disposal of large, heavy printing equipment weighing approximately 10-35 tons, with specific focus on six identified items at the Landover, Maryland facility and additional equipment at the Washington, D.C. facility. The contractor must provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision to complete the rigging work, including loading, transporting, removing, delivering, and disposing of equipment while adhering to applicable scrap disposal requirements and coordinating with a D.C. licensed Structural Engineer for certification of removal plans. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach based on three factors: Technical Capability (limited to three pages addressing understanding of work, feasible approach, and quality control plans), Past Performance (requiring three recent and relevant references demonstrating experience within three years), and Cost/Price (using a provided Microsoft Excel pricing template with no page limitation). The Request for Quotation (RFQ) deadline is April 23, 2026, at 12:00 PM EST, with quotes submitted via email to Contracting Officer Marico Sellers at marico.sellers@bep.gov, and offerors must hold prices firm for 90 days from the closing date. Questions must be submitted by February 25, 2026, at 12:00 PM EST.
This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small business concerns. No incumbent contractor is identified in the available documentation. The BPA will operate as a single-award, firm fixed-price contract with a five-year period of performance from May 11, 2026, through May 10, 2031, with the government placing calls on an as-needed basis and reviewing pricing per individual call order; the contract covers an estimated eight equipment visits per location annually, though actual quantities may fluctuate based on government needs. Performance will take place at two locations: the BEP Washington, D.C. Currency Facility (14th & C Streets S.W., Washington, DC 20228) and the Landover, Maryland Warehouse (3201 Pennsy Drive, Landover, MD 20785), with all work scheduled between 7:00 a.m. and 3:00 p.m. Monday through Friday, excluding federal holidays. Optional site visits are available on February 19, 2026 (Washington, D.C.) and February 20, 2026 (Landover, Maryland) to allow offerors to assess the equipment and work environment. All offerors must be registered in the System for Award Management (SAM) and comply with applicable Federal Acquisition Regulation (FAR) clauses, including small business utilization requirements, equal opportunity provisions, labor standards, and various federal compliance certifications.
