About this file
This is a Questions and Answers document for RFQ 2031ZA26Q00031 addressing clarifications on an unarmed security guard and rigging services contract with the Bureau of Engraving and Printing (BEP).
The solicitation seeks rigging services for equipment removal and disposal at two locations: a facility at 14th & C Street in Washington, DC, and a warehouse in Landover, Maryland. At the DC location, major scope items include a Komori Lithrone G40P printing press (approximately 39,990 kg) and a Chandler & Price Craftsman Automatic press, both requiring removal and scrapping. At the Landover facility, multiple pieces of equipment marked for removal require contractor-supplied lifting equipment, as no overhead crane systems are available onsite. The contract is structured as a Blanket Purchase Agreement (BPA) with estimated quantities of eight visits per year at each location, though actual visit quantities may fluctuate based on government needs. Work is anticipated to be primarily emergent throughout the ordering period, with individual call orders allowing scope-specific pricing adjustments beyond the awarded unit price. Each rigging visit must include pre-inspection, rigging plan development, certification by a DC-licensed Structural Engineer (cost included in unit price), equipment removal, and disposal documentation including certificates of destruction. The government will provide equipment weights and pictures upon request and will handle utility disconnections, lockout/tagout procedures, and drainage of hazardous fluids prior to contractor arrival. DC environmental compliance applies, and equipment will be scrapped with no reinstallation required. The pricing submitted at proposal serves as sample pricing for award determination, with post-award specifications to be finalized regarding insurance limits, documentation standards, and other operational details.

RFQ 2031ZA26Q00031 - Unarmed Security Guard- Request for Clarifications (Questions & Answers) Questions Government Responses
1. Based on the site visits, potential rigging efforts appear to range from relatively small equipment removals to significantly larger and more complex moves. Q. For pricing purposes, can the Government clarify whether a single “visit” is intended to represent a generally consistent level of effort, or if visit scopes are expected to vary significantly depending on mission needs?
Visit scopes are expected to vary depending on mission needs. A single visit will be used to determine award. Please see updated solicitation and attachment 2 pricing sheet.
2. The solicitation references estimated annual visit quantities across the ordering period. Q. Can the Government clarify whether the estimated annual quantities are intended to reflect a representative mix of typical work scopes, or if the distribution of effort is expected to vary meaningfully year-to-year? Please see response to question #1
3. Following the site visits, it appears that some equipment removals may be identifiable in the near term, while future requirements may arise over time. Q. Can the Government clarify whether the majority of task orders are expected to be driven by currently known requirements or if work is anticipated to be primarily emergent throughout the ordering period? Work is anticipated to be primarily emergent throughout the ordering period
4. At both site visits we noticed multiple pieces of equipment currently marked as "ready" for removal or relocation, but without direct instruction on how or when the decision will be made about which pieces to move. Q. Can the Government confirm whether a single visit may encompass multiple pieces of equipment or work areas, or if visits are generally expected to be limited in scope per task order? Each visit will have a different scope.
5. During the site visits the Project Managers showed us a couple pieces of equipment at C street and several pieces of equipment at the Landover warehouse. They seemed to think the current solicitation was related to only these items. Q.The current solicitation requests unit pricing for 8 mobilizations a year at each location; how do we reconcile that and know what to provide pricing for based on the belief from the PM team that we were only providing pricing for the items shown to the group. See response to question #1
6. I understand pictures with weights and dimensions will be provided could you confirm? Pictures were be provided per request. Site visit screening was reasoning for customers to screen each piece of equipment and to self assess. We can contact production to assist with weights.
7. We will need the equipment weights for all items to be relocated. See response to question #1.
8. Please clarify who will be responsible for disassembling the platform surrounding the equipment at the 14th & C St. location prior to our arrival for removal. Contractor will be responsible
9. Is the Government expecting offerors to propose:
- A single fully burdened average price per call, regardless of scope?
- A ceiling or not-to-exceed price per visit?
- Or pricing based on a defined representative scope? Please see updated attachment 2 pricing sheet.
10. Will individual call orders allow scope-specific pricing adjustments, or will payment strictly be limited to the awarded unit price per visit? Individual call orders will allow scope specific adjustments.
11. Is the quantity of eight (8) visits per year intended solely for evaluation purposes? Visits may vary pending need and requirements for task order. Please see updated attachment 2 pricing sheet.
12. Section 5.1.2 requires that the rigging plan be certified by a D.C.-licensed Structural Engineer Is engineering certification required for every call order? If so, should this cost be fully included within the unit price per visit, or priced separately at the call order level?
Engineering certification may or may not be required for every call order. It will depend on the size of the equipment. In the case your plan should be certified by a Licensed Structural Engineer. The cost should be fully included within the unit price per visit. Also, for purposes of pricing this solicitation please include the certification.

BEP will not strip paint from the equipment and after cleaning some residual staining may remain on equipment surfaces.
70. Environmental & Compliance: Are waste manifests required?
No, the equipment that is released to riggers for removal from the site will not contain hazardous wastes and will not require hazardous waste manifests for shipment off-site.

Do the unit prices establish a FFP value from which each BPA call is drawn, a Not-to-Exceed cost for each rigging project, or is this the cost for each rigging pre-inspection? Please see response to question #1
95. Attachment 2-Pricing Sheet: The pricing template has a quantity of 8 listed for each row in column D.
Is this the exact quantity for each year, an estimate that may fluctuate higher or lower each year depending on need, or a Not To Exceed quantity?

How does the quote for each new call order differ from the FFP quote provided with the bidder's Blanket Purchase Agreement Proposal? Is the pricing due now a non-binding sample pricing? The pricing due at proposal is a sample pricing to determine award.
