About this opportunity
The U.S. Army Corps of Engineers, San Francisco District, seeks a single contractor for maintenance dredging of Richmond Inner Harbor in Contra Costa County, California, with proposals due August 28, 2026, at 11:30 AM PDT. This is a full and open RFP using Lowest Price Technically Acceptable evaluation, resulting in award of a firm fixed price contract. Questions are due August 14, 2026, at 11:30 AM PDT. No set-aside applies.
Place of performance is Contra Costa County, California. The work comprises maintenance dredging of Richmond Inner Harbor to −37 feet (MLLW) plus 1 foot of paid overdepth across 14 reaches, with a total dredged volume of approximately 301,700 cubic yards. Dredged material from all reaches must be transported to the Government-furnished Montezuma Wetlands site for placement. The Montezuma site operator is responsible for depositing materials, providing unloading methods, and maintaining bulkheads and related infrastructure. Eelgrass monitoring is required for Reaches 5 through 9 and Reaches 11, 12, and 13, with a 250-meter buffer maintained throughout the project area. Work hours are 24/7. The base contract performance period is 123 calendar days from notice to proceed, with commencement required within one calendar day of notice to proceed.
Estimated cost range is $10 million to $25 million. PSC code Y1KF and NAICS code 237990 apply; the small business size standard is $37 million. Offerors must furnish a bid guarantee of 20 percent of proposed price (not to exceed $3 million) and performance and payment bonds equal to 100 percent of contract price. Evaluation requires past performance on dredging projects completed within five years and demonstration of equipment availability to complete work within the 123-day period. Small business prime contractors are exempt from subcontracting plan requirements under DFARS 252.219-7996; other primes must submit a plan with recommended goals of 20 percent small business, 10 percent small disadvantaged business, 5 percent women-owned small business, 2 percent HUBZone, and 1.3 percent service-disabled veteran-owned small business. Cost Accounting Standards provisions (FAR 52.230-1 and 52.230-7) are potentially applicable and will be determined post-award. Contract Specialist is Lisa Ip, Lisa.I.Ip@usace.army.mil, 415-503-6877. Amendments 0001 and 0002 extended deadlines and provided RFI responses as of August 18, 2026.
