About this file
This is a Questions and Answers (Q&A) document for the Richmond Inner Harbor FY26 Maintenance Dredging contract opportunity (W912P726RA020), issued by the U.S. Army Corps of Engineers. The solicitation is a Request for Proposal (RFP) under FAR Part 15 using a Lowest Price Technically Acceptable source selection methodology for a firm-fixed-price contract.
Key clarifications from the Q&A include: past performance requirements have been extended from three to five years within Section 00 22 00 per Amendment 0001; the Montezuma Upland Disposal Site operator (not the contractor) is responsible for depositing dredged materials, providing unloading methods, and maintaining necessary bulkheads and related infrastructure; work hours are 24/7 at the location; small business prime contractors are not required to submit a Small Business Subcontracting Plan as DFARS 252.219-7996 does not apply to them; pre-award surveys are not mandatory with proposal submission but will be requested post-award if contractors lack contracts with the San Francisco, Sacramento, or Los Angeles Districts within twelve months; a printout of Representations and Certifications from SAM.gov is sufficient as evidence of completion; past performance submissions have no numerical limitation but must demonstrate similar size, scope, and complexity; technical proposals do not require page numbering; and Cost Accounting Standards (CAS) provisions (FAR 52.230-1 and 52.230-7) are potentially applicable and compliance will be determined post-proposal based on exemption criteria including adequate price competition and small business status. Per Amendment 0002, the question deadline was extended to August 14, 2026 at 11:30 a.m. PDT, and the proposal due date was extended to August 28, 2026 at 11:30 a.m. PDT.

4 For the Small Business Subcontracting Plan requirements, it is clear that FAR 52.219-9 does not apply to Prime small businesses. Please confirm that DFAR 252.219-7996 is not also not applicable to Prime small businesses and a Small Business Subcontracting Plan is not required for Small Businesses.
DFARS 252.219-7996 does not apply the Small Business prime. Subcontracting Plan is not required for Small Business.
5 Please clarify what should be submitted under Tab 6: Contractor Responsibility, Pre-Award Survey Information for the Price Proposal.
The directions state that "The Government will request this information from the eligible contractor after receipt of offer if they have not had a contract with the San Francisco District within the last twelve months and the Government will set a due date for its submission." If the Pre-Award survey is provided after award, what should be submitted for the Price Proposal under Tab 6: Contractor Responsibility, Pre-Award Survey Information?
Pre-award survey is not mandatory with the submission package, but will be requested after solicitation due date if they have not had a contract with the San Francisco District, Sacramento District and Los Angeles District within the last twelve months. The rest of the documents listed are mandatory.
W912P726RA020 Richmond Inner Harbor FY26 Maintenance Dredging Revised: 18 Aug 2026
6 Within Tab 6: Contractor Responsibility, Pre-Award Survey Information of the Price Proposal it states "The Government will request this information from the eligible contractor after receipt of offer if they have not had a contract with the San Francisco District within the last twelve months and the Government will set a due date for its submission."
It is requested that if the Government consider amending this statement to read "The Government will request this information from the eligible contractor after receipt of offer if they have not had a contract with the San Francisco District or the Los Angeles District within the last twelve months and the Government will set a due date for its submission."
Section 00 22 00 updated. See Amendment 0001.
7 Within the Price Proposal, Tab 4: Annual Representations and Certifications the requirements state "The offeror must have electronically completed the annual representations and certifications on the “System for Award Management” (SAM) website in accordance with DFARS 252.204-7998. The offeror is responsible for ensuring that these on-line Representations and Certifications are updated as necessary to reflect changes, but at least annually to ensure that they are kept current, accurate and complete."
What is considered evidence of electronic completion - a printout of the Reps & Certs from SAM.gov or a screenshot of the expiration date in SAM.gov or is there something else that would satisfy this requirement if the Reps & Certs have been annually renewed in SAM.gov?
A printout of Reps and Certs from SAM.gov is sufficient.
8 Question Deadline Extension: Will the Government consider a one-week question deadline extension to allow additional time for review of the solicitation and to submit any technical or proposal-related questions?
See Amendment 0002. Question deadline extended to 14 Aug 2026 NLT 11:30am PDT.
9 Bid Date Extension: Will the Government consider a two-week bid date extension to allow additional time for review of the solicitation requirements and preparation of a complete and responsive proposal.

10 Technical Proposal, Tab 1 Factor 1 Past Performance. How many past performance do we have to provide within in the last five years?
No limitation on number for past performance. Just ensure it's similar in size, scope, and complexity to this requirement.
11 For the Technical Proposal in general, would you like this be page numbered?
Page numbering is not mandatory.
12 Please confirm if this is applicable for this project.
Vol. II – Price; 00 45 00 Reps and Certs:
52.230-1 Cost Accounting Standards Notices and Certifications (Deviation 2026-O0038) 2026-02 52.230-7 Proposal Disclosure-Cost Accounting Practice Changes 2005-
FAR 52.230-1 and 52.230-7 are potentially applicable: if the resulting contract is exempt from CAS requirements according to 48 CFR 9903.201-1, then these provisions will not apply to the contract. Compliance with these provisions will only be required after receipt of proposals, should it be determined that they are applicable.
13 FAR 52.230-1 and FAR 52.230-7 are included in the solicitation.
However, 48 C.F.R. § 9903.201-1(b)(1) exempts sealed bid contracts from all CAS requirements. Does the Government consider the contemplated contract exempt under § 9903.201-1(b)(1) since it’s a seal bid contract? If not, please identify the basis for CAS applicability.
This is not sealed bid. Sealed Bidding is under RFO FAR Part 14 and issued as Invitation for Bids where award will be made to the responsible bidder who submitted the lowest responsive bid. This solicitation is a Request for Proposal (RFP) issued under RFO FAR Part 15 using the Lowest Price Technically Acceptable approach where award will be made to the offeror that submit a technically acceptable proposal with the lowest evaluated price. See also response to RFI #12.
14 Can you clarify and confirm the RFI Deadline based on the extended due date?
See response to RFI #8 and Page 3 of Amendment 0002.
15 The solicitation contemplates a firm-fixed-price contract awarded through a full-and-open FAR Part 15 procurement using the Lowest Price Technically Acceptable source selection methodology. Please identify the basis for requiring offerors to complete FAR 52.230-1 and FAR 52.230-7 at the proposal stage notwithstanding the applicability of the exemption set forth in 48 C.F.R. § 9903.201-1(b)(15).
According to 48 C.F.R. § 9903.201-1(b)(15), a firm-fixed-price contracts or subcontracts awarded on the basis of adequate price competition (without submission of certified cost or pricing data) are exempted from all CAS requirement. Although this is a full and open solicitation, if the Government receives only one offer, the exemption for "adequate price competition" generally no longer applies.
In this event, CAS applicability will be triggered, and compliance requirements must be satisfied prior to award (post-proposal stage). Even if only one offer is received and adequate price competition is lost, the contractor may still be exempt from CAS under other provisions of 48 C.F.R. § 9903.201-1(b) (e.g., if the offeror is a small business).
Compliance with these provisions will only be required after receipt of proposals, should it be determined that they are applicable.
