About this opportunity
The Department of the Air Force Air Mobility Command is conducting a Sources Sought Notice to identify qualified contractors capable of providing and delivering approximately 16,410 tons of Graded Crushed Aggregate Base Course (GCA) to Avon Park Air Force Range in Florida. This is a market research notice and not a formal request for proposal, meaning interested parties should understand that responses submitted by the April 10, 2026 deadline will not constitute binding offers but rather demonstrations of capability and experience. Contractors must demonstrate experience with similar projects through a narrative no longer than four pages and must provide company information including business size, socio-economic status, CAGE Code, and SAM registration details. The government will evaluate responses based on contractor capability, qualifications, and relevant experience with aggregate base course projects meeting specified standards, though formal evaluation criteria will be established in the eventual solicitation announcement. Interested contractors must submit responses to SrA Jon Soucy at jonsoucy@us.af.mil, and all responses will be held in strict confidence and shared only with the government project management team.
This opportunity carries no small business set-aside designation and involves no identified incumbent contractors. The contract will require delivery of the GCA materials between May and July 2026, with the contractor responsible for all plant, labor, materials, design, and supervision necessary to meet Uniform Guide Specifications (UFGS) 32.11.23 and AASHTO #57 standards. The material must comply with specific gradation, compaction, and testing requirements including LA Abrasion Tests, Degree of Compaction analysis, and quality assurance testing conducted every 2,500 tons, with a minimum production rate of 1,500 tons within an eight-hour period. No specific contract award value is disclosed in this Sources Sought Notice, as this is preliminary market research intended to inform the government's acquisition strategy prior to formal solicitation release. Contractors should note that this notice does not obligate the government to issue a solicitation or award a contract, and all future procurement opportunities must be pursued through separately announced solicitation announcements.
