About this file
This is a GCA Material Specification document that establishes the technical requirements for Graded Crushed Aggregate (GCA) Base Course materials to be supplied under the RH - Base Course - AVON Park federal contract opportunity (Solicitation Number F2FT146084A001). The specification requires GCA to conform to Uniform Guide Specifications (UFGS) 32.11.23 and AASHTO #57 standards, consisting of clean, sound, durable particles of crushed stone or angular sand free of silt and clay per ASTM D247. Material passing through a No. 40 sieve must have a maximum liquid limit of 25 and plasticity index of 5, with GCA losses not exceeding 40 percent when tested per ASTM C131/C131.
Gradation requirements by weight passing square-mesh sieves are specified in detailed ranges: 1 inch (100%), ½ inch (40-70%), No. 4 (20-50%), No. 10 (15-40%), No. 40 (5-25%), and No. 200 (0-8%). Compliance tolerances are defined for grade, with smoothness tolerances of plus/minus 3/8 inches, individual test thickness of plus/minus ½ inches, average job thickness of plus/minus ¾ inches, and compaction requiring a minimum of 100%. Non-compliant materials must be removed and replaced. The Department of the Air Force Air Mobility Command is seeking approximately 16,410 tons of GCA for delivery to AVON Park, with this Sources Sought Notice intended for market research purposes prior to formal solicitation issuance.

GCA Material Specification:
GCA will conform to the Uniform Guide Specifications (UFGS) 32.11.23 and the equivalent American Association of State Highway Transportation Officials (ASSHTO) #57
GCA consists of clean, sound, durable particles of crashed stone, angular sand, or other such approved materials. Stock must be free of silt and clay as defined by ASTM D247
The maximum Liquid limit and Plasticity index of material passing through N. 40 sieve is 25 and 5 respectively.
Limit the percentage of loss of GCA to a maximum of 40 percent when tested in accordance with ASTM C131/C131
Gradation by percentage must follow the specifications in Table 1:
Table1: Percentage By Weight Passing Square – Mesh Sieve
1 inch
100
½ inch
40-70
No. 4
20-50
N. 10
15-40
No. 40
5-25
No. 200
0-8
Acceptance of GCA is based on compliance with tolerance present in Table 2. Remove any material found to be non-compliance and replace with compliant Material to meet requirements of this specification.
