About this opportunity
Brookhaven Science Associates, LLC, operator of Brookhaven National Laboratory under a U.S. Department of Energy prime contract, solicits quotes for air-cooled, switched-mode dipole magnet power supply systems with embedded digital control and DCCT feedback, with quotes due July 31, 2026, at 4:00 PM EST and questions due July 24, 2026, at 4:00 PM EST. This is full and open competition (no set-aside) with firm fixed-price purchase order type.
Place of performance is within the United States. The NAICS code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a 600-employee small-business size standard.
Technical qualifiers require offerors to demonstrate minimum ten years' experience designing, manufacturing, and supporting high-precision power supplies for scientific or industrial applications, and prior experience with digitally regulated power supplies (FPGA, DSP, or equivalent), closed-loop current regulation using DCCT, switched-mode power conversion at high current and low ripple, and systems achieving ppm-level stability (10 ppm). The procurement covers seven system configurations with varying output specifications (Designations A through H) with quantities totaling 10 units. All systems require 480 VAC three-phase input (except Designation H, which requires 208 VAC), air cooling, embedded oscilloscope/monitoring capability, Ethernet interface with web-based control, EPICS integration support, multi-supply synchronization, and protection for overcurrent, overvoltage, and overtemperature. Offerors must provide transient response characteristics, noise and ripple specifications (less than 0.01% on resistive loads, less than 0.005% on 1 mH inductive loads), current accuracy less than 0.01%, temperature coefficient less than 2 ppm/K, and long-term stability less than 5 ppm/K in constant current mode. All pricing must include fully integrated racks with DCCT and power supply as turnkey systems with Factory and Site Acceptance Testing support, five-year warranty, and firmware update support.
Award will be made to the responsive and responsible offeror submitting the lowest total price meeting all technical requirements. Anticipated award is by August 31, 2026, with 10-month delivery timeframe. Pricing remains firm for 60 days. Payment terms are Net 30 (Net 10 for small businesses). Freight terms are FOB Destination, Freight Prepaid (North America) or DDP (international). The procurement is subject to the Buy American Act; offerors must specify place of manufacture. All offerors must register in SAM.gov with a Unique Entity ID; foreign vendors may submit AMS-Form-050 instead. Non-small businesses expecting offers exceeding $900,000 must submit a Small Business Subcontracting Plan unless they certify no subcontracting opportunities exist. A subcontracting plan waiver approved November 14, 2023, applies if the contract is performed entirely outside the U.S. or contains no subcontracting. Required submittals include Quotation Pricing Sheet (Enclosure C), W-9 (domestic) or W-8BEN (foreign), Vendor ACH Authorization Form, and potentially AMS-Form-050 and AMS-Form-001. Questions and answers were posted July 21 and July 30, 2026.
