About this opportunity
U.S. Customs and Border Protection initially released a Request for Proposal for Maritime Patrol Aircraft Maintenance and Logistical Services, seeking comprehensive organizational and intermediate-level maintenance and logistics support for their fleet of P-3 and DHC-8 maritime patrol aircraft. The solicitation required contractors to provide material management, inventory control, aircraft systems maintenance, ground support equipment servicing, and logistical support to maintain aircraft in mission-ready condition with an 87% operational performance metric. Key personnel requirements included Program Manager, Deputy Program Manager, Quality Assurance Manager, Configuration Manager, structural engineers for both aircraft types, and site managers, with evaluation criteria prioritizing Technical factors, Management capabilities, Past Performance, and Cost/Price in descending order of importance. The original solicitation utilized a two-step advisory process with technical proposals initially due April 15, 2025, and underwent multiple amendments extending the final proposal deadline to May 6, 2025. However, on September 8, 2025, CBP formally cancelled the entire RFP due to changes in government requirements and a re-evaluation of project scope that determined the acquisition strategy no longer met their near-term mission needs and long-term fleet goals.
The solicitation was not set aside for small businesses and was designated under NAICS code 488190 (Other Support Activities for Air Transportation) with a $35 million size standard. The contract was structured as a hybrid arrangement incorporating Firm Fixed Price, Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Cost Reimbursement line items, with total contract values escalating from approximately $559,942 during a 3-month transition phase to $9,598,351 in the final option year. The procurement covered maintenance services for a fleet of 8 P-3 aircraft and 9 DHC-8 aircraft, with operations based primarily in Jacksonville, Florida and Houston, Texas (Conroe), requiring the contractor to support projected annual flight hours of 4,500 for P-3s and 2,000-3,000 for DHC-8s. The contract structure included a 90-day phase-in period, 12-month base period, and nine 1-year option periods with a 90-day phase-out, though the entire solicitation was ultimately cancelled before award and CBP may re-solicit the requirement under a new solicitation number pending further review.

09/08/2025 RFP Update:
This notice serves to formally cancel the Request for Proposal (RFP) identified above. CBP-RFP-02272025-001 for Maritime Patrol Aircraft Maintenance and Logistical Services is hereby cancelled in its entirety.
The decision to cancel this solicitation is due to a change in the Government’s requirements and re-evaluation of the project scope and objectives. CBP reassessed its acquisition approach to reflect both near-term mission needs and long-term fleet goals and the previously planned acquisition strategy did not adequately meet those goals. In the judgment of the contracting officer, an amendment to the existing solicitation is so substantial as to exceed what prospective offerors reasonably could have anticipated, so that additional sources likely would have submitted offers had the substance of the amendment been known to them.
The Government:
- May re-solicit this requirement at a future date under a new solicitation number, pending further review and approval. Interested parties are advised to monitor SAM.gov for any future announcements.
