About this opportunity

The Air Force Life Cycle Management Center (AFLCMC), Electronic Systems Directorate, Foreign Military Branch at Hanscom Air Force Base is seeking a contractor to provide one Very High Frequency Omni-Directional Range Tactical Air Navigation (VORTAC) system, one Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system, and one Weather Radar system for Kucova Air Base in Albania to support the Albanian Air Force and NATO operations under Visual and Instrument Flight Rules. All systems must be commercially available, meet or exceed applicable International Civil Aviation Organization standards, feature solid-state design from ISO 9001-qualified facilities, and include dual redundant electronics with remote monitoring and built-in test capabilities. The Government will evaluate proposals based on technical merit (including schedule adherence, installation plan, foreign country program management experience, and prior relevant project experience), cost/price, and small business participation commitment using a best-value tradeoff approach. Questions regarding the solicitation must be submitted by 5:00 PM EST on April 24, 2026, with proposals due no later than 5:00 PM EST on May 29, 2026, submitted electronically via DoD SAFE.

This is an unrestricted full and open competition with a small business set-aside requiring a minimum 20 percent small business participation from offerors. The NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees, and no specific budget range or award value has been disclosed. The contractor will be responsible for civil works including site surveys, Factory Acceptance Testing, Site Acceptance Testing, Flight Inspection with provided aircraft and crew, installation, operations and maintenance training for 16 personnel, two years of spare parts support, and two years of on-site Contractor Logistics Support following system completion. All contract line items will be priced on a firm fixed-price basis, and the Government intends to award one contract contingent upon fund availability. The primary place of performance is Kucova Air Base, Albania, with the contracting office located at Hanscom Air Force Base, Massachusetts, under the administration of Procurement Contracting Officer Kelsey Ribeiro.

This is a formal Request for Proposal (RFP) by the Air Force Life Cycle Management Center (AFLCMC), Electronic Systems Directorate, Foreign Military Branch (FMS), AFLCMC/ESAK, Hanscom AFB, MA 01731.

This RFP is to provide the Albanian Air Force (AAF) with one (1) Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system; one (1) Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system; and one (1) Weather Radar system for Kucova Air Base (AB), Albania. The VORTAC, ILS/DME, and Weather Radar systems shall be capable of supporting the AAF and the North Atlantic Treaty Organization (NATO) inventory aircraft and shall support Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). The systems shall be commercially available and meet or exceed applicable refereces in Section 2 of Attachment 1, Statement of Work (SOW), dated 10 December 2025 and Attachment 2, Systems Requirements Document (SRD).

This proposed effort is a Full and Open competition.  The Government is not responsible for any costs incurred during the development of a proposal in response to this solicitation. This notice does not commit the Government in any way. The Government has the right to cancel this effort in full or in part at any time.

The Government intends to award one (1) contract as a result of this RFP. The Government’s obligation under the resulting contract is contingent upon the availability of funds.

The Offeror shall submit their proposal in accordance with Section L - Instructions, Conditions, and Notices to Offerors and Respondents. Proposals are due no later than 29 May 2026 5:00PM EST. All questions regarding this RFP must be submitted to the Government no later than 5:00PM EST on 24 April 2026.

A Government Site Survey was conducted at Kucova Air Base. A copy of the site survey report can be provided upon request to the Contracting Officer below via email.
