All equipment shall be manufactured in ISO 9001-qualified facilities and feature solid-state design with dual redundant electronics and automatic transfer/shutdown capabilities. The contractor shall supply equipment shelters with dual redundant Environmental Control Units, electrical power cables, fiber optic communications cables, Uninterruptible Power Supplies (UPS) sized for two-hour operation, Automatic Voltage Regulators (AVR), backup generators with automatic transfer switches, obstruction lights, and lightning protection. All systems must accommodate 50Hz, 220VAC base power, withstand 100 mph wind loads, and include remote monitoring, control, and Built-In Test Equipment (BITE) with fault diagnostics to the Line Replaceable Unit (LRU) level accessible remotely via modem.

1. INTRODUCTION
The Kucova NAVAIDS Program, FMS Case AL-D-QAD, shall provide a Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, a Category I Instrument Landing Systems/Distance Measuring Equipment (ILS/DME) system, and a Weather Radar system to Kucova Air Base (AB), Albania. The VORTAC, ILS/DME, and Weather Radar systems shall be capable of supporting the Albanian Air Force (AAF) and North Atlantic Treaty Organization (NATO) inventory aircraft and shall support Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). The systems shall be commercially available and meet or exceed applicable International Civil Aviation Organization (ICAO) standards.

3. GENERAL REQUIREMENTS
3.1 The Kucova NAVAIDS Program, FMS Case AL-D-QAD, will provide the following systems:
3.1.1 One (1) Very High Frequency Omnidirectional Range Tactical Air Navigation (VORTAC)
3.1.2 One (1) Category I Instrument Landing Systems/Distance Measuring Equipment (ILS/DME)
3.1.3 One (1) Weather Radar
3.2 Equipment and Services
3.2.1 Spares shall be form, fit and functionally identical to and of the same quality as originally installed equipment. All LRU spares must be tested 100% prior to shipment. Spares shall be selected based on actual failure histories and reliability modeling results.
3.2.2 Test equipment shall include, as a minimum, one (1) digital multi-meter, one (1) digital scope, and one (1) digital power meter. All test equipment shall be provided IAW the supplier’s specifications.
3.2.3 The Contractor shall provide Factory Acceptance Test (FAT), Site Installation and Check Out (I&CO), Site Acceptance Test (SAT), and Flight Inspection (FI) support services (including FI aircraft and crew, and technical ground support) for VORTAC and ILS/DME. FI is not required for the Weather Radar.
3.2.4 All systems shall be produced in ISO 9001 qualified facilities or equivalent and be of solid-state design.
3.3 Environmental and Mechanical
3.3.1 The Contractor shall provide equipment shelters with dual redundant Environmental Control Units (ECUs), a ventilation fan, interior lighting and an electrical power distribution system sufficient to maintain the ambient environmental conditions within the operating range of the equipment. ECUs shall be sourced and serviced locally to the extent possible.
3.3.2 In the event of ECU failure to maintain ambient temperatures within the operating range of the equipment, the equipment shall provide an alert to the operator to take manual action to protect from overheating.
3.3.3 The Contractor shall provide a bail out alarm in all shelters that is capable of being activated from the Air Traffic Control Tower (ATCT) Cab with a single switch to signal personnel within the shelters of an inbound aircraft emergency or attack.
3.3.4 The System shelters and antenna structures shall be capable of withstanding wind loads of 100 mph in its installed condition.
3.3.5 Measures shall be implemented to protect all equipment and minimize the effects of environmental conditions normally experienced in Albania, such as rust and corrosion, humidity, fog, wind-born sand, high temperatures, and ultra-violet (UV) exposure from extended sunlight.
3.4 Electrical and Communication
3.4.1 All systems shall be capable of using the base provided power of 50Hz, 220VAC.
3.4.2 Circuit breakers and fuses on all AC & DC power lines and internal circuits and surge suppression devices shall be provided for maximum protection for the equipment.
3.4.3 The Contractor shall provide electrical power cables from the system shelters to AAF-provided infrastructure electrical power terminated within 30 meters.
3.4.4 The Contractor shall provide fiber optic (FO) cables, from the system shelters to AAF-provided infrastructure FO terminated within 30 meters, to connect shelter system equipment to the system remote equipment at the ATCT. The Contractor shall provide all necessary FO communications equipment for the shelter and ATCT to complete the connection.
3.4.5 The Contractor shall provide an Uninterruptable Power Supply (UPS) for each system’s shelter that is sized to power all shelter system equipment for a minimum of two (2) hours continuous operation, but is not required to support ancillary equipment, such as shelter lighting, air conditioning, heating, etc. The UPS shall be sourced locally to the extent possible.
3.4.6 All outside communication and power cables connected to all systems shall be equipped with over voltage protection and shall meet best commercial practices for outside cable plant design and installation.
3.4.7 The Contractor shall provide an Automatic Voltage Regulator (AVR) for each system shelter.
The AVR shall be sourced locally to the extent possible.
3.4.8 The Contractor shall provide a backup electrical power generator with an automatic transfer switch (ATS) for each system shelter. The backup generator shall be sourced locally to the extent possible.
3.4.9 Obstruction lights and lightning protection shall be provided for the shelter and antenna system structures.
4. SPECIFIC REQUIREMENTS
4.1 Very High Frequency Omnidirectional Range Tactical Air Navigation (VORTAC)
The Contractor shall provide one (1) VORTAC System at Kucova AB, Albania. VORTAC system shall include comprehensive remote monitoring and control capabilities and the TACAN subsystem shall be high power. The VOR and TACAN subsystem antennas shall be omni-directional. The VOR and TACAN equipment shall be installed in a shelter appropriate for the environmental conditions at Kucova AB, Albania.
4.1.1 The VORTAC shall consist of a complete dual redundant electronics system including automatic transfer and shutdown.
4.1.2 The VORTAC shall be microprocessor controlled and designed for ease of installation, high reliability and maximum attention to fail safe characteristics in all monitoring systems.
4.1.3 Remote maintenance monitoring system shall meet the requirements of ICAO Annex 10, Volume I, and include remote control and status equipment.
4.1.4 The VORTAC shall include Built-In Test Equipment (BITE) with fault diagnostics to the Line Replaceable Unit (LRU) level accessible from a remote location (e.g., via modem). BITE shall provide continuous assessment of equipment/system status to identify out-of-tolerance parameters and assist organizational-level maintenance personnel in identifying/isolating failed LRUs for repair.
4.1.5 Remote monitoring system shall meet the requirements of ICAO Annex 10 Volume I and include remote control and status equipment. A Remote Status Indicator (RSI) shall provide a clear VORTAC status indication in the ATCT Cab. A Remote Control and Status Unit (RCSU) shall provide VORTAC remote control and status indication in ATCT equipment room.

4.3 Instrument Landing System/Distance Measuring Equipment (ILS/DME)
The Contractor shall provide one (1) Category 1 ILS/DME System at Kucova AB, Albania. The Category 1 ILS/DME System shall include comprehensive remote monitoring and control capabilities. The system shall include a low power DME subsystem co-located with and integrated into the Glide Slope (GS) subsystems, referenced to the approach threshold. The ILS/DME shall meet or exceed ICAO Annex 10 requirements.
4.3.1 ILS/DME shall meet the requirements for Category I precision approaches IAW ICAO Annex 10, Volume I.
4.3.2 ILS/DME shall consist of complete dual redundant electronics systems, including automatic transfer and shutdown.
4.3.3 The DME shall be a low power, small sector directional DME (i.e. ~ +/- 10 degrees of approach vector setting).
4.3.4 Localizer (LOC) antenna systems shall consist of a 14-element (minimum) wide aperture Log Periodic Dipole (LPD) array of the capture-effect design.
4.3.5 ILS/DME shall be microprocessor controlled, and designed for ease of installation, high reliability and maximum attention to fail safe characteristics in all monitoring systems.
4.3.6 Remote monitoring system shall meet the requirements of ICAO Annex 10 Volume I and include remote control and status equipment. A Remote Status Indicator (RSI) shall provide a clear ILS/DME status indication in the ATCT Cab. A Remote Control and Status Unit (RCSU) shall provide ILS/DME remote control and status indication in ATCT equipment room.
4.3.7 The ILS/DME shall be provided with Built-In Test Equipment (BITE) with fault diagnostics to the Line Replaceable Unit (LRU) level accessible from a remote location (e.g., via modem).
4.3.8 BITE shall provide continuous assessment of equipment/system status, to identify out-of-tolerance parameters, and assist organizational-level maintenance personnel in identifying/isolating failed LRUs for repair/replacement.

4.5 Weather Radar
The Contractor shall provide one (1) Weather Radar system at Kucova AB, Albania, which meets the following requirements.
4.5.1 Weather Radar will be a pulse-Doppler radar capable of a 100+ km range with an operational temperature range suitable for the region.
4.5.2 Weather Radar will contain Solid State components, and a full software suite of meteorological products.
4.5.3 All weather radar electronics components shall be mounted in a standard full-height equipment rack, with lockable front and rear doors, for fixed base installation.
4.5.4 A weather radar display workstation shall be installed in Kucova ATCT Cab. A second weather display workstation shall be provided/installed in the weather radar equipment rack, from paragraph 4.5.3, for maintenance purposes.
4.5.5 The weather radar system may be installed at Kucova AB hangar, if the contractor determines the location is suitable. The weather radar equipment rack may be install in the forward utility room and the antenna may be installed on the roof directly above the forward utility room.

| 4.5 Weather Radar |
| 4.5.1 Weather Radar will be a pulse-Doppler radar capable of a 100+ km range with an operational temperature range suitable for the region. |
| 4.5.2 Weather Radar will contain Solid State components, and a full software suite of meteorological products. |
| 4.5.3 All weather radar electronics components shall be mounted in a standard full-height equipment rack, with lockable front and rear doors, for fixed base installation. |
| 4.5.4 A weather radar display workstation shall be installed in Kucova ATCT Cab. A second weather display workstation shall be provided/installed in the weather radar equipment rack, from paragraph 4.5.3, for maintenance purposes. |
