About this file

This is a Questions and Answers document for Solicitation FA2330-26-R-B005, which addresses the Albania Kucova Air Base NAVAIDS (Navigation Aids) Program. The document contains 19 questions posed by vendors and corresponding government responses, with multiple amendments issued to clarify requirements.

Key clarifications include: the proposal deadline was extended to 5:00 PM EST on 29 May 2026 via Amendment 001; TACAN subsystem power may be sourced from single-phase AC power rather than three-phase; the PRF requirement for TACAN was corrected to 2700 PPS per ICAO standards (Amendment 002); and delivery incoterms and shipping responsibilities are detailed in Section 14 of the Statement of Work. Amendment 002 substantially removed Section 4.6 Performance Parameters for Weather Radar, eliminating vendor concerns regarding antenna specifications, signal processor models, operating temperature ranges, power specifications, and meteorological product requirements. Vendors are instructed to submit proposals adhering to the updated System Requirements Document. The document also clarifies invoicing procedures (each CLIN invoiced upon completion as 1 EA), confirms that FAR clauses 52.214-27 and 52.214-28 are not applicable and have been removed, identifies attendees from the government site survey held at Kucova Air Base, and confirms that an Interested Vendors List is available on SAM.gov to facilitate small business subcontracting and teaming opportunities.

Line # Question Government Response

Solicitation FA2330-26-R- B005 Standard Form 1449

8 1 Would the Government consider granting a 4-week extension on the current deadline?

Yes, the proposal due date was extended via Solicitation Amendment 001 to 5:00pm EST on 29 May 2026.

Attachment 2, SRD

4.2

The primary power for the TACAN subsystem is shown as 3-phase.

The IAT TACAN is powered from single phase AC power (85–264 V AC, 47–63 Hz) as shown for the VOR subsystem. Is this acceptable?

This would be considered an acceptable source of power.

4.2

The PRF requirement for the TACAN is stated as 7200 PPS. We believe this should be 2700 PPS per ICAO Annex 10, Vol. I, paragraph

3.5.4.1.5.5. PPS of 2700 is the standard PRF for servicing 100 aircraft, which is what is stated in the capacity requirement. Can USAF confirm that it should be 2700?

Yes, 2700 pps is correct. Amendment 002 reflects the update within the SRD.

Solicitation FA2330-26-R- B005 Standard Form 1449, Delivery Schedule

The requirements appear to be for DDP delivery. Can USAF clarify the exact incoterms and in-country delivery-receiving responsibilities?

Please see Section 14 of the Statement of Work (SOW) for a detailed explanation of packing/shipping responsibilities of the Contractor.

4.6

Our radars have parabolic antennas. The spec asks for a small (30") flat plate slotted array, which we cannot facilitate. We have two antenna configurations, the smaller one being 1.4m in diameter with

1.8 degree beamwidth. Will this be satisfactory?

Amendment 002 has removed section 4.6 Performance Parameters for Weather Radar. Please submit a proposal which adheres to updated SRD.

The spec requests RVP900 signal processor which has been discontinued. Our supplier currently has a more technically robust version RVP10. Will this be satisfactory?

4.5.1 8 Specified operating temp range is -40°C to +60°C, our spec is -40°C to +55°C. Will this be satisfactory?

Amendment 002 has updated Section 4.5.1 for temperature range of the region. Please submit a proposal which adheres to updated SRD.

The mains spec is 240VAC 50Hz / 120VAC 60Hz auto-switching. Our radar operate with 230 ±10 %, 50–60 Hz ±3 Hz. The system can be delivered with a transformer to facilitate the 120VAC 60Hz. Will this be satisfactory? Can you clarify what is meant by auto-switching?

4.6 8 Signal Processor: Signmet RVP901. A more technically robust RVP10 is offered. Will this be satisfactory or equal (upgrade)?

Doppler Detection Range: 100 km. WRS400 spec for minimum unambiguous doppler range is 64 m/s at 70km using dual PRF. Will this be satisfactory?

4.6 8 Meteorological Products: 20+ Sigmet IRIS + NEXRAD Level III. Needs clarification - what is meant by 20+?

Meteorological Products: 20+ Sigmet IRIS + NEXRAD Level III. ight Rules (VFR) and Instrument Flight Rules (IFR)". However, as you may know...NEXRAD Level III vs. Europe: NEXRAD (Next-Generation Radar) Level III products are designed for US-based sites, managed by NOAA.

European radars do not use NEXRAD Level III; instead, European operational weather radars utilize a network that produces a composite of 2D max reflectivity, rain rate, and precipitation accumulation, with ongoing harmonization of Polarimetric radar data.

Please provide clarification.

Precipitation Levels: 16 levels from 0 dBz. Not sure what is meant by “16 levels from 0 dBz“. Are you referring to the Typical 16-Level Precipitation Intensities?

B005 Standard Form 1449

To ensure ease of invoicing and such, should the Supplies or Servises & Prices or Costs CLIN 003 Units be identified as 1 EA or 1 JOB?

For all CLINs, unless there is contract financing i.e. progress payments, each CLIN should be invoiced upon completion which is why it is labeled at 1 EA.

B005 Standard Form 1449

Please verify that the following Clauses are applicable: (a) 52.214-27 Price Reduction for Defective Certified Cost or Pricing Data -- Modifications -- Sealed Bidding June 2020 (DEVIATION 2022-O0001);

(b) 52.214-28 Subcontractor Certified Cost or Pricing Data -- Modifications -- Sealed Bidding June 2020 (DEVIATION 2022-O0001)

Those two clauses are not applicable to this effort. They have been removed via Amendment 002.
