The Contractor must perform Factory Acceptance Testing (FAT) with DCMA and USG observation at least 45 days prior, conduct Installation and Site Acceptance Testing (SAT), and execute Flight Inspection (FI) of the ILS/DME and VORTAC systems, with the Contractor responsible for providing and scheduling FI aircraft and crew. Deliverables include a Site Survey Report with build-to construction drawings (CDRL A001), FAT Plan and Report (CDRLs A002-A003), I&SAT Plan and Report (CDRLs A004-A005), Flight Inspection Report (CDRL A006), system manuals in English—three hard copies and two electronic sets per system (CDRL A007), training materials (CDRL A011), monthly CLS Maintenance Reports (CDRL A008), an Integrated Master Schedule (CDRL A009), and PMR/TIM meeting minutes (CDRL A010). The Contractor must provide Operations and Maintenance training in English for eight operator and eight maintenance personnel with completion certificates, supply a two-year inventory of site consumables and organizational-level spares, provide specialized test equipment including a digital multimeter, scope, Portable ILS receiver, and power meter, and deliver a two-year standard commercial warranty beginning after SAT/FI completion and two years of on-site Contractor Logistics Support (CLS) with a maintenance office at Kucova AB. All equipment must be packaged per MILSTD 129 and shipped via Defense Transportation System with appropriate FMS markings and placards; the Contractor is responsible for export compliance and obtaining MILSTRIP numbers from the USG Program Office. Personnel traveling to Albania must comply with USG pre-deployment requirements, apply for Common Access Cards via the Contractor Verification System, and be monitored through SPOT; Third Country Nationals and OCONUS employees must comply with Albanian Government visa and work permit requirements and local on-base security regulations.

OBJECTIVE
The Kucova NAVAIDS Program, FMS Case AL-D-QAD, shall provide a Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, a Category I Instrument Landing Systems/Distance Measuring Equipment (ILS/DME) system, and a Weather Radar system to Kucova Air Base (AB), Albania. The VORTAC, ILS/DME, and Weather Radar systems shall be capable of supporting the Albanian Air Force (AAF) and North Atlantic Treaty Organization (NATO) inventory aircraft and shall support Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). The systems shall be commercially available and meet or exceed applicable references in Section 2 and the specifications stated in the Systems Requirements Document (SRD).

2. SCOPE
The Contractor shall use best commercial practices to manufacture, assemble, test, deliver, install, configure, site adapt and optimize one (1) VORTAC, one (1) ILS/DME system, and one (1) Weather Radar system to the AAF at Kucova AB, Albania, meeting the applicable international standards. A supply of site-consumable spares, organizational-level spares, spare modules/Line Replaceable Units (LRUs), and any necessary specialized test and/or calibration tools/equipment shall be provided with the systems.
The Contractor shall conduct a Site Survey at Kucova AB to determine the technical requirements and civil work/infrastructure improvements, including all foundations, required for site readiness and installation of the systems, and issue a Site Survey Report, with detailed build-to construction drawings describing these requirements.
The Contractor shall be responsible for performing any civil work improvements including but not limited to constructing all site foundations, in accordance with (IAW) Host Nation building codes and Contractor-provided Site Survey Report, build-to construction drawings.
The AAF will provide electrical power to VORTAC, ILS/DME and Weather Radar sites, which will be terminated at a site disconnect switch. The Contractor shall provide the site disconnect switch.
The AAF will provide single-mode fiber optic (FO) communication cable, terminated at an AAF-provided FO termination panel inside the VORTAC and ILS/DME shelters and Kucova Air Traffic Control Tower (ATCT). The AAF will provide FO patch cable to connect from the VORTAC and ILS/DME site equipment to the ATCT to integrate the necessary remote equipment. The Contractor shall provide all necessary communications end equipment, specifically Internet Protocol (IP)/FO transceivers for each equipment shelter and the ATCT.
Due to Kucova AB’s limited free space, the AAF and U.S. Government (USG) have identified an existing building at 40°46'56.89"N, 19°54'4.29"E, the white hangar, as a potential location for the Weather Radar system. If system siting is acceptable, the Contractor shall install Weather Radar equipment rack(s) in the forward utility room and install the radar antenna on the roof directly above the utility room, identified by AAF and USG. The AAF will provide electrical power for the system rack(s) and network communications for connectivity from the system rack(s) to the weather display workstation, located in Kucova ATCT Cab. The Weather Radar system shall also include a second workstation at the Weather Radar system rack for maintenance purposes.
In coordination with the local Defense Contract Management Agency (DCMA) office, the Contractor shall perform Factory Acceptance Testing (FAT) and inspection on all equipment prior to shipment and provide a detailed FAT report of the results to the USG. Transportation of all equipment from the Contractor’s facility to Kucova AB, Albania is the responsibility of the Contractor.
The Contractor shall provide Operations and Maintenance (O&M) training (in English), system manuals (in English), a two-year standard commercial warranty for all equipment, a two-year supply of spare parts including site consumable spares and organizational-level spares, and two years of comprehensive on-site Contractor Logistics Support (CLS) for all systems.
The Contractor shall perform installation of all systems, provide all necessary O&M training, conduct Site Acceptance Testing (SAT) using the newly installed systems, provide Flight Inspection (FI) of the ILS/DME and VORTAC systems and provide interim and final FI reports to USG and AAF. The Contractor shall support FI in the conduct of calibration/alignment of the ILS/DME and VORTAC systems to ensure optimal performance and to ensure that the systems will support full operational capability to pass/meet the requirements of the FI criteria. The Contractor is responsible for providing and scheduling FI aircraft and crew for commissioning activities for Kucova AB IAW ICAO standards and Reference 2.3 prior to FC.
The Contractor shall provide GPS antenna locations and elevations necessary for AAF system frequency license applications as soon as possible and as antenna systems assembled. The Contractor shall provide all system information to the AAF’s frequency license application.
The AAF will provide all necessary Approach Plates for VORTAC and ILS/DME.
3. PRIME MISSION EQUIPMENT/SYSTEM DESCRIPTION
The Contractor shall provide:
- one (1) VORTAC systems using best commercial practices and meeting applicable international standards.
- one (1) ILS/DME system using best commercial practices and meeting applicable international standards. The ILS system shall consist of one (1) Localizer (LOC) and one (1) Glide Slope (GS) with DME.
- one (1) Remote Control Status Unit (RCSU) for the ATCT equipment Room and one (1) Remote Status Indicator (RSI) for the ATCT Cab, to integrate with the VORTAC and ILS/DME.
- one (1) Weather Radar system with one (1) Weather Radar display workstation for the ATCT Cab and one (1) Weather Radar workstation for maintenance purposes, using best commercial practices and meeting applicable international standards.
The Contractor shall implement measures to protect all equipment against environmental effects (i.e. rust and corrosion) from conditions normally experienced in Albania, such as humidity and ultra-violet (UV) exposure from extended sunlight and provide sufficient environmental controls to ensure that the equipment is maintained within the operational temperature range. The Contractor shall identify in their proposal and provide to the USG the plan for protective measures that will be taken to minimize the effect of the local environment on the equipment. System shelters shall be equipped with redundant thermostatically controlled heating, ventilation and air conditioning (HVAC) units to ensure continuous operation of the systems’ electronics equipment. The system sites shall include a Backup Generator, an Automatic Transfer Switch (ATS), an Automatic Voltage Regulator (AVR) and an Uninterruptible Power Supply (UPS) for all electronics so that the equipment will continue to operate normally during fluctuations and outages in the electrical supply.
The systems shall consist of dual redundant electronics systems (as applicable). Remote status monitoring capability, capability of remote access for maintenance support (e.g., via modem), Built-In Test Equipment (BITE), and other ancillary equipment (as necessary) such as operator and maintenance displays, communications equipment, software, equipment racks, antennas, antenna masts and/or towers, obstruction lighting, lightning protection, heat, fire and smoke detection equipment, and cabling and system interconnects, and any other hardware, software, and materials required for the complete installation and operation of the systems shall be provided by the Contractor.
4. CIVIL WORKS
The Contractor shall conduct Civil Work activities (e.g. grading, digging trenches, pouring concrete footings and foundations, etc.), including electrical power and communication infrastructure extensions, up to 30 meters, from each shelter to the base-provided electrical power and communication terminations.
The AAF will provide electrical power cables and fiber optic (FO) communication cables from the base’s existing infrastructure to each system location. The Contractor shall provide FO communication end equipment for all system locations. The Contractor is responsible for all other Civil Work activities which is detailed below and in the Site Survey Report identified in Section 6.
The Contractor shall dig trenches and install a 12-core direct-buried single-mode FO communication cables with tracer wire from each system shelter to the AAF-provided infrastructure FO termination within 30-meters of each shelter. The Contractor shall provide and install necessary FO termination equipment, FO transceiver/media conversion equipment, FO patch cables and any ancillary components at each system shelter, in order to integrate the VORTAC, ILS/DME, and Weather Radar systems to the Remote-Control Status Unit/Remote Status Indicator (RCSU/RSI) and weather system display, located at the Traffic Control Tower (ATCT).
The Contractor shall provide and install all necessary electrical power panels and breakers, and ancillary items in order to connect the VORTAC, ILS/DME, and Weather Radar shelter power systems to base main electrical power termination. The AAF has been advised to provide 10kVA to each site.
5. SITE SURVEY
The Contractor shall conduct a Site Survey at Kucova AB, Albania within 30 calendar days of contract award to determine final exact system locations and the civil works required for site readiness and installation of all systems. As part of the Site Survey, the Contractor shall collaborate with the AAF and the USG to identify any site restrictions or constraints for the equipment and to identify any construction or site infrastructure improvements that will be required for the AAF to complete prior to installation of the systems.
IAW Contract Data Requirements List (CDRL) A001, the Contractor shall document these findings in a Site Survey Report to be delivered to the USG no later than (NLT) 30 calendar days of completion of the Site Survey. The USG has fifteen 15 calendar days after receipt of the initial Site Survey Report to review and provide comments to the Contractor, and the final Site Survey Report is due to the USG NLT 15 calendar days after the USG submits comments.
In addition to the Site Survey Report, the Contractor shall provide detailed, site-specific build-to construction drawings for any civil infrastructure required for systems installation. The Site Survey Report shall describe site preparation activities to be accomplished by the Contractor. The Site Survey Report shall identify (but is not limited to) any necessary power, communications, cable runs, infrastructure improvements, concrete structures/hard surface pads, area grading, interference mitigation, grounding, etc. that are required for installation and full operational capability of the systems. The USG reserves the right to modify the drawings to meet local regulations as long as “form, fit and function” is not impaired (e.g. modification of materials used, changes to meet local electrical and fire codes).
The Contractor shall provide a reasonable mitigation plan for the Civil Works if modification is necessary due to unforeseen significant differing conditions/changes that are present at the on-site environment as well as a mitigation plan to address if the Build-to Infrastructure Specifications are incomplete or inaccurate.
The Contractor will coordinate with the USG Program Office and the AAF on frequency/spectrum management issues, potential interference sources, and area coverage, and recommend optimum frequencies in the Site Survey Report, if requested.

6. CONTRACTOR LOGISTICS SUPPORT (CLS)
The systems will have a two-level maintenance concept that will consist of organizational level and depot level maintenance. Organizational-level maintenance will be performed IAW applicable manuals. Depot-level maintenance support will provide for the repair/replacement of modules or Line Replacement Units (LRUs). Failed modules or LRUs will be returned to a Contractor-designated facility for repair and/or replacement, as appropriate (such location being termed the depot). All repair parts and replacement costs, which include delivery to and from the depot, are covered during the warranty.
The Contractor shall provide on-site technical support and comprehensive CLS for the Kucova AB systems for two years following the completion of Site Acceptance Test (SAT) and Flight Inspection (FI).
On-site CLS support is required to assist the AAF with achieving mission ready capability. The onsite CLS will ensure the system’s reliability is maintained at a level consistent with normal airport operations.
CLS will include the operation of a maintenance/supply office at Kucova AB that will provide the level of support and response times for CLS necessary to ensure that overall system reliability is maintained for the duration of the CLS period.
The CLS technicians will be the first responder for operator and maintenance problems/issues on all equipment delivered in Section 4 above. The CLS technicians will also provide operators and maintainers equipment orientation. Examples of services to be provided by the CLS technicians include, but are not limited to, preventative maintenance, exercising the warranty, system troubleshooting, system evaluation and analysis, removal and/or replacement of organizational level system components, shipment of faulty parts to the Contractor’s designated depot, retrieval of replacement parts from on-site supply, and documentation of maintenance performed on equipment. The CLS technicians will also mentor and provide on-the-job training to the AAF technicians. Maintenance and operator records will be maintained as to accurately convey the preventative maintenance performed and corrective maintenance provided consumables and repair parts used, and training conducted by the CLS technicians. All records will be maintained in English and be available for review by the AAF and the USG. Consumables and replacement supply parts will be drawn from the two-year supply block delivered and will not be replaced unless covered under the warranty or directed by the PCO through a contract modification.
IAW CDRL A008, the Contractor shall develop and maintain a monthly Contractor Logistics Support (CLS) Maintenance Report identifying all key events/activities including, but not limited to, operator and maintenance problems/issues on all equipment delivered, operator and maintainer equipment orientation, preventative maintenance, exercising the warranty, system troubleshooting, system evaluation and analysis, removal and/or replacement of organizational level system components, End-of-Life (EOL) reporting on all parts, shipment of faulty parts to the Contractor’s designated depot, retrieval of replacement parts from on-site supply, and documentation of maintenance performed on equipment. The first submission of this report is due to the USG NLT 30 calendar days after the beginning of CLS period, and subsequent reports are due NLT the 28th of each month through the contracted CLS period.

7. SITE OPERATING CONSUMABLES/SPARE PARTS
The Contractor shall provide a quantity of site/operating spare parts with the systems sufficient to support and sustain on-site maintenance operations without replenishment for two years, under normal operating conditions. These components will allow maintenance of the systems, consistent with organizational-level repair and BITE capabilities, to ensure the highest level of system availability. The spare parts shall include a quantity of operational type (consumable) parts and selected modules, circuit card assemblies, and subassemblies that have been historically associated with in-service failures and/or out-of-tolerance conditions. All field-level maintenance will be performed IAW the applicable technical manuals. The Contractor shall provide a listing of the proposed site/operational spare parts with their proposal.
8. SITE-LEVEL TEST EQUIPMENT AND SPECIAL TOOLS
The Contractor shall provide with the ILS/DME, VORTAC and Weather Radar systems any necessary specialized test equipment and tools required to detect and isolate system failures, and to perform organizational-level repair and preventive maintenance (e.g. spectrum analyzers, multi-meters, oscilloscopes, frequency generators, extender boards, test cables, etc.). As a minimum, the Contractor will provide one (1) digital multi-meter, one (1) digital scope, one (1) Portable ILS receiver (PIR), and one (1) digital power meter. All test equipment shall be provided IAW the supplier’s specifications. The Contractor shall provide a listing of the proposed test equipment/tools with their proposal.
9. TESTING AND TECHNICAL SUPPORT
9.1 Factory Acceptance Test (FAT)
The systems, including all components, spare parts, and test equipment shall be tested (as necessary) at the Contractor’s factory or other designated facility IAW USG Program Office approved Contractor FAT Plans and Procedures. The local Defense Contract Management Agency (DCMA) office, the USG Program office, and the AAF shall be invited to observe and participate in testing and shall be notified by the Contractor of the time and location for the FAT at least 45 calendar days prior to testing.
IAW CDRL A002, the Contractor shall submit the initial FAT Plan and Procedures to the USG NLT 45 calendar days prior to the scheduled FAT. The USG has 15 calendar days after receipt to provide comments to the Contractor, and the Final FAT Plan and Procedures is due to the USG NLT 15 calendar days after the USG submits comments.
IAW CDRL A003, the Contractor shall submit the initial FAT Report to the USG NLT 15 calendar days after successful completion of the FAT. The USG has 15 calendar days after receipt to provide comments to the Contractor, and the Final FAT Report is due to the USG NLT 15 calendar days after the USG submits comments.

9.2 Installation and Site Acceptance Testing (I&SAT)
Upon notification/verification from the USG that all site preparations have been completed, the Contractor shall perform I&SAT of the systems and components, IAW the USG Program Office approved I&SAT Plans and Procedures. As part of the SAT, the Contractor shall optimize the systems’ performance to determine optimal alignment/settings for best coverage with minimal reflection, interference, and/or clutter (as applicable). Upon successful completion of I&SAT, the Contractor shall certify the systems’ readiness for Flight Inspection test. IAW CDRL A004, the Contractor shall submit the initial I&SAT Plan and Procedures to the USG NLT 60 calendar days prior to the scheduled I&SAT.
The USG has 15 calendar days after receipt to provide comments to the Contractor, and the Final I&SAT Plan and Procedures is due to the USG NLT 15 calendar days after the USG submits comments.

9.3 Flight Inspection (FI)/Commissioning
The Contractor shall conduct initial FI of the systems, ensuring that the systems will support full operational capability to pass/meet the requirements of the flight inspection criteria. In coordination with flight test personnel, the Contractor shall also make adjustments and alignments to the equipment as required during the FI to achieve optimal system performance. The Contractor is responsible for providing and scheduling FI aircraft and crew for commissioning activities prior to FI (in close coordination with the AAF and USG). The AAF will provide approach procedures for the FI activity.
IAW CDRL A006, the Contractor shall submit the initial Flight Inspection Report to the USG NLT 15 calendar days after the conclusion of the flight inspection activity. The USG has 15 calendar days after receipt to provide comments to the Contractor, and the Final Flight Inspection Report is due to the USG NLT 15 calendar day after the USG submits comments.

10. SYSTEM MANUALS
IAW CDRL A007, the Contractor shall provide three (3) hard copy sets of Level II (organizational/field) Operations and Maintenance system manuals (in English) for each system, and two (2) electronic (CD) copies per system. The system manuals shall be packed and shipped with the respective systems and are due at the time of initial equipment delivery. The Level II manuals shall include equipment operation and maintenance instructions, repair and spare parts information, a description of the warranty and detailed warranty repair and replacement procedures, and a standard commercial illustrated parts breakdown (IPB). The manuals shall be of a type and technical quality that are normally supplied to a customer who intends to do organizational-level preventative maintenance and component repair.

11. INTEGRATED MASTER SCHEDULE (IMS)
IAW CDRL A009, the Contractor shall develop and maintain an Integrated Master Schedule (IMS) showing the planned and actual start dates, duration, and completion dates of key program activities. Key activities include, but are not limited to, obtaining any necessary licenses, site visits, contract deliverables, program management meetings, and equipment production, testing, shipment, installation, and any other critical program milestone activities as applicable.
The Contractor shall include in their schedule, roughly two months for equipment shipment from the manufacturer site to Kucova AB and additional time for in-country transportation for personnel travelling within Albania to Kucova AB.
The Contractor shall submit the initial IMS at the Post-Award Conference (PAC), and subsequent IMS updates are due to the USG NLT the 28th of each month.

12. CONFERENCES AND REVIEWS
The Contractor shall host a Post-Award Conference (PAC) in the form of a Program Management Review (PMR) within 14 calendar days of contract award. Combined Technical Interchange Meetings (TIMs)/PMRs will be scheduled at approximately six-month increments (as necessary) and alternate between the Contractor’s facility and Kucova (to be determined based upon mutual agreement between the Customer, Contractor, and the USG Program Manager). Additional TIMs may be held at three-month intervals, if necessary. The Contractor and USG Program Office shall jointly develop the agenda for the PMR, and the Contractor shall coordinate all foreign travel requests through the USG Program Office, as required.
IAW CDRL A010, the Contractor shall deliver the first submission of meeting minutes to the USG NLT five calendar days after the completion of the initial PAC/PMR. Subsequent meeting minutes submissions are due to the USG NLT five calendar days after PMRs/TIMs occur.

13. TRAINING
13.1 Operations and Maintenance
13.1.1 Training and technology transfer is required by the AAF to train personnel in the operation and maintenance of the systems. All Operations and Maintenance Training shall be completed after system installation, and before Site Acceptance Test (SAT). All instruction and technical information shall be in the English language.
13.1.2 The Contractor shall provide training at a designated site in Albania IAW the Original Equipment Manufacturer (OEM) standards. Basic theory training is not required.
13.1.3 The contractor shall provide training, which concludes with a certificate of completion for eight
(8) students for operator and eight (8) students for maintenance training for the systems. The training shall include the skills, training, knowledge, and experience required for personnel to properly operate, maintain (when required for maintenance), and sustain the systems, subsystems and components.
13.2 Requirements
13.2.1 The Contractor training shall be at the level necessary to provide the students a thorough understanding of the specialty requirement of the systems/equipment so that, upon completion of training, they will be able to perform tasks IAW OEM guidance and applicable technical data with minimal supervision.
13.2.2 Academic Training shall consist of lecture/discussion sessions and/or laboratory exercises to be conducted in the appropriate laboratory or shop environment and shall include demonstration and application of academic principles presented in the classroom.
13.3 Contractor Responsibilities
13.3.1 Performance. A minimum of three (3) tentative class period dates shall be proposed by the Contractor NLT 90 calendar days before system installation date. Final class dates will be mutually agreed upon between the Contractor, USG, and the AAF. These proposed class dates will cover the training defined in paragraph 14.1.3.
13.3.2 Instructors. The instructors must have the requisite experience, technical knowledge, and communication skills (verified by appropriate training/teaching documentation/certification) necessary to provide a thorough understanding of the training objectives as set forth in this SOW.
13.3.3 Training Facilities. The AAF is responsible for providing the training facilities.
13.3.4 Materials, Equipment, and Data. The Contractor shall furnish all materials, equipment, and data required to perform contract requirements. Equipment shall be serviceable and suitable for its intended purpose. Equipment provided by the Contractor to the students shall include any items necessary to complete all training objectives in a complete and safe manner.
13.3.5 Technology Transfer, Supplemental Information, and Student Training Materials
13.3.5.1 Technology Transfer
13.3.5.1.1 The Contractor is responsible for obtaining all necessary approvals and clearances to allow the shipment of training materials to Albania.
13.3.5.1.2 The Contractor shall ensure that all necessary approvals and clearance have been completed prior to training start.
13.3.5.2 Supplemental Information
13.3.5.2.1 The Contractor is responsible for all clearances and approvals to prevent any unauthorized release of technical data to a foreign government through this training program. The Contractor shall submit all instructional material, including courseware, course charts, simulator outlines, instructor outlines, and any other instructor material used to transfer information to international students to the Procurement Contracting Officer (PCO) for disclosure release and approval NLT 45 calendar days before training start date.
13.3.5.2.2 All instructional materials delivered under this training program must include: 1) the contract number with task order number if applicable, 2) course title, 3) “Albanian Armed Forces” document date, 4) all disclosure reference numbers received from the USAF Program Office during the disclosure process, and 5) security classification.

DISCLOSURE STATEMENT
This information is furnished on the condition that it will not be released to another nation without specific authority of the Department of the Air Force of the United States; that it will be used for military purposes only; that individual or corporate rights originating in the information, whether patented or not, will be respected; that the recipient will report promptly to the United States any known or suspected compromise; and that the information will be provided substantially the same degree of security afforded it by the Department of Defense of the United States. Also, regardless of any other markings on the document, it will not be downgraded or declassified without written approval of the originating U.S.

13.3.5.5 Student Training Materials (IAW CDRL A011)
13.3.5.5.1 The Contractor format for student training materials is acceptable.
13.3.5.5.2 The Contractor shall determine the requirement for the types of training materials to be used in course presentations.
13.3.5.5.3 Training materials shall be based on all applicable and current data.
13.3.5.5.4 The Contractor shall provide one (1) complete copy of student training materials for release to each student during course presentation.
13.3.5.5.5 All training materials and course presentations shall be in English.
13.3.5.5.6 IAW CDRL A011, the Contractor shall provide Operations and Maintenance (O&M) training materials (in English) for the systems. The training materials shall be of a type and technical quality that are normally supplied to a customer who intends to properly operate, maintain (when required for maintenance), and sustain the systems, subsystems and components.

13.3.5.6 Ground Transportation
13.3.5.6.1 All local transportation to the designated training location (OCONUS) will be the responsibility of the student and AAF.
13.3.5.6.2 All transportation to “off training location” for specific field presentation (i.e., Air Traffic Control Tower, etc.) will be the responsibility of the AAF.
13.3.6 Security Requirements
13.3.6.1 Freedom of Information Act (FOIA) Program
13.3.6.1.1 The Contractor shall comply with Department of Defense (DoD) Regulation 5400.7-R/Air Force Supplement, DoD Freedom of Information Act Program requirements. The regulation sets policies and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material.
13.3.6.1.2 The Contractor shall comply with Air Force Instruction (AFI) 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013.
13.3.6.1.3 The Contractor shall remove or destroy official records only IAW AFI 33-322, Records Management, or other directives authorized in AFI 33-364, Records Disposition - Procedures and Responsibilities.
13.3.6.2 Confidentiality of Information
13.3.6.2.1 Unless otherwise specified, all financial, statistical, personnel, and/or technical data, which is furnished, produced or otherwise available to the Contractor during the performance of this contract are considered confidential business information and shall not be used for purposes other than performance of work under this contract.
13.3.7 Contractor Personnel Management
13.3.7.1 The Contractor shall be responsible for the appropriate/required staffing and ensuring that all Contractor Employees are qualified, trained, and certified to perform the requirements of the
SOW.
13.3.7.2 The Contractor shall comply with certification and training required by all Federal, State and Local laws/regulations. All training and certification shall be documented and available for USAF Program Office review.
13.3.7.3 The Contractor shall not employ a person for work on this contract if such person is a potential threat to the health, safety, security, or well-being of any personnel and/or the operational mission.
13.3.7.4 The Contract shall ensure that all employees/instructors participating in the training effort speak, read, write, and understand the English language. Additionally, the Contractor instructors must be able to also communicate with, and instruct, students in English language articulation, fluency, diction, and pitch/quality of sound.
13.3.7.5 The Contractor shall provide a Program Manager (PM) who shall be responsible for the performance of this contract. The name of the PM and an alternate, or alternates, who shall act for the Contractor when the PM is absent shall be designated in writing after contract award and as changes occur. The PM or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The PM or alternate(s) shall be available during normal hours of operation at the training location and available on call 24 hours a day for emergencies.
13.3.7.6 The Contractor shall require instructors to present themselves as positive role models for students. Instructors shall develop and maintain a positive and professional instructor-student relationship at all times. Unacceptable techniques may include: fear, sarcasm, ridicule, use of inappropriate or offensive language, or any other verbal or nonverbal communication intended to demean or harass the student or any demographic group.
14. PACKAGING AND SHIPPING
14.1 The Contractor shall coordinate with the local DCMA office for FAT and inspection prior to shipping. Transportation of all equipment from the Contractor’s facility to Kucova AB, Albania is the responsibility of the Contractor.
14.2 Upon successful completion of FAT, the Contractor will package and label all equipment IAW MILSTD 129. The Contractor shall include with the equipment a list of the items being shipped (e.g. prime mission equipment, spare parts, documentation, etc.) and an additional copy shall be included with the shipping documents for inventory purposes. The part lists shall contain, at minimum, the following information for each item:

14.3 The Contractor shall comply with all shipment and export procedures of the USG to ensure the exportability of the equipment (and obtain export licenses as required). The Contractor will obtain a shipping requisition/MILSTRIP number from the USG Program Office for each shipment, to be included on the container shipping labels and invoices. The Contractor will notify the Contracting Officer and USG Program Manager no later than five (5) business days prior to availability of shipment and identify the equipment being shipped, number of containers, destination, and any other relevant shipment information. The Contractor will include the following information in a prominent manner on the container shipping labels and invoices:

14.4 In addition to the required documentation, these items must be shipped with a placard no smaller than 11” by 17” on all visible sides in clear, bold English letters: “These items are allocated for the Albanian Air Force, FMS Case Designator AL-D-QAD.”
14.5 The Contractor shall provide a realistic plan for using, and show prior use of, the Defense Transportation System (DTS) and the Shipping Information Request (SIR) system for shipping equipment.
15. WARRANTY
15.1 The Contractor shall provide a two-year standard commercial warranty. The warranty for the VORTAC, ILS/DME, and Weather Radar systems shall begin immediately after successful completion of the SAT and FI. The Contractor shall be the sole interface with the AAF or their representatives for the repair or replacement of any items delivered to the depot during the warranty period. All repair parts and replacement costs which include delivery to and from the depot are covered under this warranty.
15.2 The Contractor shall provide detailed warranty information, including warranty repair procedures, and procedures for obtaining repair and replacement of failed items that are within and those that are outside of the scope of the warranty as an addendum to their manuals.
16. CRITICAL PROGRAM INFORMATION
16.1 The Contractor shall identify to the US Government, any organic or inherited Critical Program Information (CPI) and Critical Components (CC) contained within the systems being provided.
16.2 If CPI/CC are contained within the equipment being provided, the Contractor must implement appropriate CPI/CC protections, including, when required, Anti-Tamper (AT) measures as identified by AT plans in place for systems being procured that have identified CPI per the Unclassified (U) Anti-Tamper (AT) Guidelines, Version 2.0, dated 01 April 2010.
16.3 Additionally, if applicable, the Contractor must identify and manage supply chain risk to ensure that the delivered system, maintenance equipment, and supplies (e.g., spares and repair parts) do not incorporate counterfeit parts, malicious code, or any other elements that would allow adversaries to gain unauthorized access to data, alter data, interrupt communications, or otherwise disrupt operations.
16.4 The Contractor shall describe in their proposal:
16.4.1 Known or potential CPI present in the proposed system design, per DOD 5200.39;
16.4.2 Identification where CPI/CC items are located in their proposed design (i.e., which hardware/software configuration items);
16.4.3 Approach to implementing a comprehensive, disciplined, integrated, structured Program Protection process that addresses CPI identification, AT procedures, criticality analysis, vulnerability assessment, malicious code insertion, and threat assessment;
16.4.4 Supply chain risk management process to prevent introduction of counterfeit parts or malicious software;
16.4.5 Initial exposure and criticality analysis to establish any AT risk levels for their proposed system design.
17. ENTRY AND WORK REQUIREMENTS
17.1 The Contractor shall comply with all USG requirements to travel and work in Albania.
17.2 All Contractor personnel who are U.S. citizens and CONUS-based shall meet pre-deployment training and screening requirements prior to leaving for Albania.
17.3 The Contractor shall use the Contractor Verification System (CVS) to apply for Common Access Cards (CAC). The U.S. Government will provide Letters of Authorization (LOA) to each
Contractor for US Government support and transportation. The Contractor shall monitor all of its employees going overseas through the Synchronized Pre-deployment and Operational Tracker (SPOT) IAW the appropriate contract clauses.
17.4 Third Country Nationals (TCN) or OCONUS-based employees are not required to attend pre deployment training in CONUS. It is the Company’s responsibility to abide by the Third Country’s laws and regulations pertaining to travel and working in Albania. Third Country Nationals and OCONUS-based employees, who are U.S. Citizens, will have to meet the U.S. Government’s requirements to travel and work in Albania.
17.5 The Contractor shall be responsible for abiding by local on-base regulations pertaining to the movement, escort requirements or security restrictions concerning their TCN or local national (LN) employees.
17.6 The Contractor shall be responsible for obtaining any visas or work permits required by the Albanian Government for its employees.
