The solicitation will be awarded as a task order under the existing GSA OASIS+ multiple award indefinite-delivery indefinite-quantity (IDIQ) contract vehicle. The contractor must provide comprehensive cybersecurity support including research, development, proof of concept work, extensive testing and evaluation, integration, validation, mission assurance, cryptographic technology demonstrations, COMSEC, transmission security, tactical network protection, key management, and certification and accreditation services to ensure systems meet DoD and NSA standards. Key personnel requirements include six specialized positions requiring Top Secret/Sensitive Compartmented Information (TS/SCI) security clearances with experience ranging from 8 to 30 years in cryptographic modernization, electronic key management systems, tactical radio systems, and secure communications technologies. Proposals are due October 14, 2025, following the fair opportunity ordering procedures under FAR 16.505 rather than traditional competitive procurement regulations.
This opportunity does not utilize any small business set-aside designation and will be competed among existing OASIS+ contract holders. The contract structure includes a base period with up to five optional periods, though specific award values or budget ranges are not disclosed in the available documentation. The contractor will be required to submit monthly progress reports by the 15th of each month starting 30 days after contract award, along with trip/travel reports within five days of completion for any business travel. Performance will take place at Aberdeen Proving Ground, Maryland, supporting the U.S. Army Combat Capabilities Development Command (DEVCOM) and the Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center across both classified and unclassified projects.
