About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks industry interest in developing, redeveloping, or repurposing multiple parcels at Naval Station Great Lakes (NSGL) in Illinois through long-term Enhanced Use Lease (EUL) agreements. Respondents must be interested in entering into real estate partnerships with the Department of the Navy in exchange for providing in-kind contributions (IKC)—services or infrastructure improvements rather than cash rent. The RFI requires submissions detailing proposed redevelopment plans or concepts for the subject properties and should address company overview, development experience, proposed uses, financing approaches, and community compatibility. The government will use RFI responses to evaluate potential property uses and determine whether to release a formal Request for Proposals (RFP), though submission of an RFI response does not commit the government to any subsequent action. The current RFI response deadline is April 22, 2026, at 2:00 PM EDT, with submissions limited to 10 pages and 5 MB file size, directed to derek.a.crute2.civ@us.navy.mil; questions must be submitted by March 24, 2026. An Industry Day was held on January 29, 2026, to brief potential respondents on available opportunities.
This solicitation carries no set-aside designation and has no identified incumbent contractors or specified award value. The opportunity encompasses five parcels totaling approximately 22.36 acres of developable land across multiple locations: Site 1 (Ray Street) contains 11.5 acres suitable for fleet vehicle parking, storage, light industrial uses, and flex-office/training facilities; Site 3 (Main Side South) offers 4.66 acres with a vacant 96,116 square-foot dormitory scheduled for demolition in 2027; Site 4 (Main Gate) provides 2 acres of vacant raw land with Sheridan Road frontage; and Site 2 (Glenview) features a 2.5-acre, 13,876 square-foot former Navy Child Development Center. EUL lease terms may extend up to 50 years under appropriate justification, with Navy preferences for commercial uses including data centers, energy utilities, light industrial operations, and hospitality or mixed-use developments. Responses marked as proprietary information will not be publicly released or used by the Department of the Navy, and all submissions become government property.
