About this file

This document is an informational overview of the Department of the Navy's Enhanced Use Lease (EUL) Program, which enables long-term leasing of Navy real property assets to private developers for commercial projects or in-kind consideration (IKC) projects that benefit the Navy, developer, and local community.

The EUL program operates through six sequential phases: Phase 0 (Project Identification) includes concept introduction, market engagement via Request for Information (RFI), and preliminary screening; Phase I (Project Planning) develops the project charter and draft Request for Proposal (RFP); Phase II (Solicitation & Lessee Selection) releases the RFP, conducts optional industry day, evaluates proposals, and selects qualified lessees; Phase III (Lease Execution) finalizes appraisal, legal sufficiency, IKC terms and conditions through negotiation, and executes the lease; Phase IV (Implementation) involves lessee design and construction within Navy EUL footprint requirements; Phase V (Sustainment) manages lease compliance, development oversight, fund management, and reporting; and Phase VI (Termination or Renegotiation) addresses lease renewal, renegotiation, or reversion at lease end. Commercial EUL project examples include solar farms, industrial facilities, hotels, auto import operations, and retail/mixed-use developments. IKC projects focus on facility improvements, energy resilience, solar with battery storage, and sustainment activities. Base roles and responsibilities include assessing EUL opportunities, conducting environmental analysis, obtaining real property information, ensuring mission compatibility, engaging community stakeholders, and supporting RFP development. The program is designed as self-sustaining, market-driven, and developer-operated while providing mutual benefits to the Navy, developer, and community through fair market value compensation and lease revenue that offsets installation budget costs.

ENHANCED USE LEASE

(EUL) PROGRAM

*Disclaimer: The Navy leasing process may vary depending on agreement complexity, regulatory requirements, and Navy or selected offeror considerations.

Base Roles and Responsibilities:

Request assessment of EUL opportunity Navy environmental analysis Obtain Real Property information Ensure Mission Compatibility with Installation Engage with community stakeholders Support draft of Request for Proposal (RFP)

An Enhanced Use Lease (EUL) is a long-term lease of Navy land, typically for private commercial development. Under the EUL Program, partnerships between public entities to private developers and the Navy are created to fulfill mutually beneficial commercial projects on non-excess Navy real estate.

This innovative program enables the Navy to optimize the value of its real property assets. In exchange for leasing property, the Navy receives In-kind Consideration (IKC) for fair market value (FMV). Installations can use the lease revenue to offset budget cost and provide value to the warfighter.

The rising cost and shrinking budgets have pushed the Navy to find new ways to offset expenses. An EUL empowers the Navy to lease underutilized assets to private industry which will ultimately generate additional funding.

Leveraging real property assets help the Navy provide solutions for unfunded needs.
