Naval Station Great Lakes Industry Day Presentation

This document is an Industry Day presentation materials for Naval Station Great Lakes (NSGL), held on January 29, 2026, in Great Lakes, Illinois. The event was organized by Commander Navy Region Mid-Atlantic to solicit industry interest in potential future Enhanced Use Lease (EUL) opportunities under Title 10 U.S.C. § 2667 authority. The presentation outlines four available parcels at NSGL and one parcel at Glenview (an off-base property), totaling approximately 22.36 acres of developable land. Site 1 (Ray Street) comprises 11.5 acres divided into three parcels suitable for fleet vehicle parking, storage facilities, light industrial uses, and flex-office/training facilities, with existing office and storage buildings available for adaptive reuse. Site 3 (Main Side South) offers 4.66 acres with a vacant 96,116 square-foot dormitory scheduled for demolition in 2027, suitable for retail, restaurant, commercial/mixed-use, or hotel development with high visibility on Sheridan Road and proximity to METRA transit. Site 4 (Main Gate) provides 2 acres of vacant raw land with direct Sheridan Road frontage adjacent to the National Museum of the American Sailor, appropriate for commercial, mixed-use, or tourism-supporting facilities. Site 2 (Glenview) features a 2.5-acre, move-in-ready 13,876 square-foot former Navy Child Development Center suitable for commercial, medical, educational, or flexible institutional/commercial uses.

The government seeks responses to the Request for Information (RFI) by February 19, 2026, at 2:00 PM EDT, limited to 10 pages and 5 MB file size, to be submitted to derek.a.crute2.civ@us.navy.mil. Interested parties must submit questions by February 5, 2026. Under the EUL process, lessees provide in-kind consideration (services) rather than cash rent, with lease terms negotiated based on mission fit and best value. Key benefits of operating on federal land include exemption from property taxes, pre-cleared land use/zoning, streamlined environmental compliance through existing baseline surveys, long-term lease security up to 50 years, and exemptions from certain local permitting and inspection fees. NSGL operates on 1,982.7 acres with a plant replacement value of $7.8 billion, serves approximately 22,315 personnel (including 46,000 new sailors and 11,000 technical students annually), and generates $1.4 billion in annual economic impact to Lake County, Illinois. The presentation indicated that RFI responses would inform government consideration of a potential future solicitation, with no commitment created by responses.

What Is The Purpose Of Today’s Industry Day?

• Provide industry with a clear overview of available land at Naval Station Great Lakes (NSGL) and the characteristics of each parcel.

• Explain the federal real estate leasing process and applicable authorities.

• Gather market insight to better understand current development conditions.

• Assess industry interest and potential concepts for long-term development, redevelopment, or reuse of multiple parcels at NSGL.

• Inform the Government’s consideration of a potential future solicitation.

• Any response to the RFI is for information-gathering purposes only and does not create a commitment or agreement for either party.

Economic Development Michelle Smith

Real Estate Authorities Amanda Pack

Naval Facilities Engineering Systems Command – Mid-Atlantic Real Estate Division Director / Real Estate Contracting Officer

What Is a Lease Under Title 10?

• What is a Title 10 Authority?

• Title 10 authorities give the military legal power to carry out real estate actions needed to support their missions.

• What is Title 10 U.S.C. § 2667 Leases?

• Under this authority, military installations can lease land, buildings, facilities, or other unused property to private companies, local governments, or organizations.

Instead of paying cash rent, the lessee provides In-Kind Consideration (IKC).

• What is In-Kind Consideration (IKC)?

• IKC is payment in services to the installation instead of cash (the lessee contracts services for the installation).

• Examples of needed services the lessee can contract for the lessor: road repair, roof repair, infrastructure repair/upgrades.

• IKC amount is determined during the negotiation process.

What Does The Lease Process Look Like?

PHASE I – PROPERTY IDENTIFICATION

• Review installation assets

• Identify underutilized or excess property

• Issue Request for Information (RFI)

PHASE II – MARKET OUTREACH AND SOLICITATION

• Conduct market research and environmental review

• Issue Request for Proposals (RFP) via SAM.gov

PHASE III – PROPOSAL DEVELOPMENT & EVALUATION

• Offerors submit technical and financial proposals

• Government evaluates based on mission fit and best value

PHASE IV – NEGOTIATION & AGREEMENT

• Negotiate lease terms. Performance requirements, and compliance

• Execute Enhanced Use Lease (EUL)

PHASE V – IMPLEMENTATION AND MANAGEMENT

• Lessee begins project development

• NAVFAC oversees performance and compliance

What Are The Benefits Of Operating On Federal Land?

• Property Taxes

• Federal land is exempt from state and local property taxes.

• Businesses may structure leases so they aren’t paying traditional property taxes, which lowers operating costs significantly compared to private land.

• Permitting & Zoning

• Land use/zoning is often pre-cleared under federal authority, reducing local zoning hurdles.

• Some activities may avoid lengthy rezoning or variance processes required in civilian jurisdictions.

• Environmental Streamlining

• Federal installations already have environmental baseline surveys (EBS) and compliance frameworks in place.

• This can mean less upfront environmental due diligence for lessees, since DoD has ongoing NEPA (National Environmental Policy Act) compliance.

• Potential for DoD to shoulder some long-term remediation obligations, lowering risk to the business.

Benefits of Operating on Federal Land (Cont.)

• Stability & Security

• Federal land is not subject to sudden eminent domain by local governments or private acquisition.

• Installations offer long-term lease security (often up to 50 years), which reduces risk.

• partnerships between military security and local law enforcement tend to create more oversight than in a typical civilian city area.

• Local Government Exemptions

• Many local permitting, inspection, and impact fees don’t apply the same way on federal property.

• Streamlined processes can reduce project startup time and costs.
