About this file

This is a Request for Interest (RFI) issued by the Naval Facilities Engineering Systems Command, Mid-Atlantic for the Naval Station Great Lakes Installation Innovation Initiative. The RFI seeks concepts and market feedback for potential development across multiple parcels at Naval Station Great Lakes in Illinois. The Department of the Navy is considering utilizing non-excess real property under 10 U.S.C. authorities, with a focus on In-Kind Consideration (IKC) as the form of payment, where selected offerors would provide construction or maintenance improvements to the installation in lieu of cash.

Four specific site locations are identified for potential development, ranging from 2 to 11.5 acres, with existing structures including office and storage buildings, a former child development center, and a vacant dormitory. The Navy's preferred uses include data centers, energy utilities, light industrial, and hospitality/commercial mixed-use developments. Responses are due by 2:00 PM EDT on February 19, 2026, and must address company overview, development experience, approach, proposed use, financing, and community compatibility. An in-person Industry Day will be held, with specific questions to be submitted by February 5, 2025, and all responses will be considered business confidential.

NAVAL STATION GREAT LAKES

INSTALLATION INNOVATION INITIATIVE

Naval Facilities Engineering Systems Command, Mid-Atlantic

8 December 2025

1. AUTHORITY

This Request for Interest (RFI) invites concepts and market feedback for the potential development across multiple parcels located at Naval Station Great Lakes (NSGL) Great Lakes, Illinois. The Department of the Navy (DON) is considering the utilization of non-excess real property at NSGL, under authority of Title 10 authorities to include but not limited to: 10 U.S.C.

2667 (Leases: non-excess property of military departments and Defense Agencies) and 10 U.S.C.

2668 (Easements for rights-of-way). The DON requires In-Kind Consideration (IKC) as the form of payment, where the selected offeror delivers construction or maintenance improvements to the installation in place of cash, with typical priorities including but not limited to: roof repair, HVAC maintenance/repair, road and parking lot paving, building envelope repair, and pump station replacement/modernization. While these authorities provide a framework, the DON is open to considering other innovative responses and development concepts that may better align with its objectives.

2. SUMMARY

2.1 DESCRIPTION

The purpose of this RFI is to assess interest in a long-term partnership opportunity to develop, redevelop, or repurpose multiple parcels, including improved property at NSGL.

Respondents should be interested in entering into a real estate agreement with DON in exchange for providing IKC. The DON invites Industry responders to complete and submit a response to this RFI detailing proposed redevelopment plans or other ideas/concepts for the subject property no later than 2:00 PM EST on 19 February 2026. The DON intends to use the information gathered from this RFI to evaluate potential uses of the property and determine whether to release a formal Request for Proposals (RFP). The DON will not release or publicly use responses marked “proprietary information.”

2.2 IN-KIND CONSIDERATION

The DON requires IKC as the form of payment for lease agreements. IKC must be provided at fair market value (FMV) and is negotiated between the DON and the selected offeror as an annual dollar amount. That obligation is satisfied through construction, maintenance, services, or other improvements performed at the installation. The IKC payment functions as rent and recurs for the duration of the lease term. The DON identifies the priorities, and the selected offeror delivers work equal to the negotiated value.

2.3 OPPORTUNITY

Responses to this RFI will inform the DON’s determination on whether to issue a formal

Request for Proposals (RFP). If an RFP is released, selected offerors may be granted long-term leasehold interests in federal property under 10 U.S.C. § 2667. Assessing federal property under this authority offers advantages rarely available to the open market. These agreements allow private industry to access well-located federal land under terms backed by the U.S. Government. The property remains under federal ownership, which generally results in exemption from state and local property taxes. Additional benefits may include exemption from local zoning restrictions, and long-term lease terms up to 50 years. The conditions offer stability and predictability, which are not commonly available in commercial real estate transactions.

2.4 REQUEST FOR INTEREST

The purpose of this RFI is to serve as a market research tool to better understand current market conditions by gathering information in a formal, structured, and fair manner. The DON desires to engage industry to obtain information and levels of interest to help the Government prepare a course of action for potential long-term development, redevelopment, or reuse of multiple parcels at NSGL. This RFI process will help assist the Government in developing an informed solicitation document with clear competitive requirements. This RFI does not obligate the

Government to enter into an agreement or purchase services from any respondent. The DON reserves the right to cancel this RFI at any time. All costs incurred in responding to this RFI will be solely and exclusively at the responder’s expense.

3. BACKGROUND

3.1 HISTORY

NSGL, located in Great Lakes, Illinois, is home to the U.S. Navy’s largest training installation and serves as the cornerstone of naval readiness. It is home to the Recruit

Training Command (RTC), the Navy’s sole bootcamp for enlisted personnel, where over

40,000 recruits undergo training annually. Since its establishment in 1911, NSGL has trained more than two million Sailors, shaping the future of the fleet and ensuring operational readiness. Beyond basic training, NSGL houses several technical schools and training centers, providing advanced technical instruction to enlisted personnel, equipping them with the specialized skills necessary for modern naval operations. As a key component of the

Navy’s training infrastructure, NSGL plays a critical role in preparing the next generation of

Sailors to meet the evolving demands of naval warfare.

3.2. REGIONAL ECONOMIC IMPACT

NSGL brings steady activity in Lake County. Each year, more than 40,000 civilians become

Sailors here and 11,000 of them go on to complete technical training here. The installation hosts 48 recruit graduations annually, drawing over 200,000 visitors whose lodging, dining, and retail activity accounts for more than 60 percent of the county’s $1.2 billion tourism economy. Weekly graduation traffic results in 900 - 1,100 out-of-state vehicles along

Buckley Road, underscoring the ongoing demand that supports local hospitality, restaurant, and retail sectors.

The Navy continues to invest heavily in NSGL, with major construction projects underway, 1,365 family housing units, and a newly built elementary school serving military families. In addition, on-base operations sustain civilian jobs and create ongoing demand for everyday goods and services, offering consistent activity that benefits the surrounding community.

3.3 PROJECT OBJECTIVES

The primary goal of this RFI is to gather valuable insights, concepts, and expertise from industry leaders and stakeholders to explore market interest and potential uses for underutilized property at NSGL, including opportunities for the long-term development, redevelopment, or reuse of parcels at NSGL. The focus is on identifying land uses and partnership structures that align with the Department of Defense's (DoD) priorities for mission readiness, compatible land use, and economic value generation while supporting mutually beneficial outcomes for both the installation and surrounding community. NSGL seeks long-term partnerships with private entities to create commercially viable solutions that represent the highest and best use of the subject properties within applicable Navy, federal, state, and local requirements.

Key objectives for this initiative include, but are not limited to:

• Maximize Value: Identify highest and best use development or redevelopment opportunities that generate revenue to support facility repairs and long-term needs, provided through IKC negotiated with the Navy.

• Preferred Uses: The Navy has identified preferred uses that may be suitable for these parcels, including data centers, energy utilities, light industrial, and hospitality and commercial/mixed-use.

4 POTENTIAL SITE LOCATION(S)

The installation spans more than 1,600 acres and serves as the Navy’s largest training facility.

Four sites have been identified as potential opportunities for development or redevelopment under this RFI. The parcels vary in size, location, and existing conditions. The Location Map is provided in Attachment A.

Site Location 1 is located at 2016 Ray Street, Great Lakes, Illinois, 60088. This location includes three distinct parcels totaling approximately 11.5 acres:
