About this opportunity

The Defense Commissary Agency (DeCA) is seeking industry input through a Request for Information (RFI) for modernizing its Point of Sale (POS) hardware systems across 235 military commissaries worldwide. DeCA requires a comprehensive POS solution that integrates with the NCR Emerald software platform and supports both self-checkout and traditional in-lane checkout options for grocery transactions. The modernized system must be fully Payment Card Industry (PCI)-compliant to ensure secure handling of customer payment information and capable of decommissioning old equipment while delivering a fully integrated hardware solution. Vendors must provide company profiles, proposed retail grocery solutions, security and compliance details, and rough order of magnitude pricing for equipment sustainment and replacement including five years of maintenance support. The response deadline is August 11, 2025, with submissions limited to 10 pages and 5 MB email size, and qualified companies may be invited for further discussions at DeCA headquarters in Fort Gregg-Adams, Virginia.

This procurement opportunity has no set-aside designation and encompasses approximately 3,000 checkout lanes across 177 stores in the continental United States (including Alaska and Hawaii) and 58 stores in 12 overseas locations. The commissary system also includes eight central distribution centers in Guam, Germany, South Korea, and Japan, plus one meat-processing plant in Germany, serving approximately 12 million authorized military patrons. While specific contract values are not disclosed in the RFI, the scope involves replacing legacy POS equipment across the entire global commissary network with implementation expected to be completed by the next fiscal year. The procurement will be conducted as a Firm Fixed Price contract, and DeCA is open to exploring various hardware solutions from multiple vendors, including optional advanced features such as contactless "Just Walk Out" technology and solutions that operate without traditional checkout hardware.
