About this file
This document is a Questions and Answers (Q&A) spreadsheet for a Request for Information (RFI) from the Defense Commissary Agency (DeCA) regarding Point of Sale (POS) Hardware Replacement. The RFI seeks industry input on modernizing POS systems for 235 military commissaries worldwide, covering approximately 3,000 checkout lanes, including self-checkout and traditional in-lane options. Key details include a response deadline of August 8, 2025, and a focus on hardware solutions compatible with NCR Emerald software platform (version 82.42.15) that are PCI-compliant and support modern retail grocery operations.
The Q&A document reveals DeCA's requirements for a flexible, scalable hardware solution with considerations for convertible lanes, camera options for loss prevention, peripheral compatibility, and potential future port expansions. DeCA is open to exploring various hardware solutions from multiple vendors and expects implementation to be completed by the next fiscal year. The agency emphasizes the need for hardware that can integrate with SaaS solutions, support offline processing, enable remote diagnostics, and include hot-swappable components. The procurement will be conducted as a Firm Fixed Price contract, with the primary goal of decommissioning legacy equipment and implementing a modernized POS system across their global commissary network.

| 24 | SAM 842572777 RFI_Enterprise+POS+Replacement+-+21+July+2025.docx | Multiple | Multiple | Is DeCA seeking only a POS hardware solution (as is initially stated) or are they are also seeking a POS software solution since many of the requirements seem more related to software than hardware? |
For instance:
- Offline transaction processing during network or power outages. While hardware can provide power backup, as long as it has power, the software would be responsible for providing offline transaction processing during a network outage (unless an alternate HW network solution is also sought)
- Real-time data synchronization. (unless some type of hardware data synchronization solution is sought)
- Data protection (unless HW data protection is sought such as anti-tampering, anti-theft, etc.)
- Cybersecurity requirements (unless a hardware cybersecurity solution is sought)
- A User Engagement “Agility” Layer to enhance the user experience and streamline operations (Is the POS software DeCA intends to use on the hardware already agile?
- Customer-Facing Enhancements: Hardware should support patron-facing functions such as interactive feedback collection, donation prompts, loyalty program engagement, and multilingual display capabilities to improve customer experience. (Displays are agnostic of such things. It would be better to provide the hardware specification(s) that can accomplish these things, such as size, aspect ratio, touch, resolution, etc.)
- Interfaces for catalog and pricing data, promotions, coupons, manufacture coupons, local coupons, and customer identification modules. (These aren’t really hardware interfaces. It would be better stating the hardware interface(s) needed for these items, such as Ethernet, USB, etc.)
- Support tight integration with back-office systems for real-time inventory adjustments, product movement tracking, dynamic pricing updates, and promotion execution. (Hardware doesn’t really care about what it is used for. Is hardware for back-office systems also sought?)
- Configurable user prompts to ensure policy compliance (configurable hardware user prompts?)
- Describe a software architecture approach that enables organizations to quickly and efficiently compose and deploy new business capabilities (is DeCA seeking a software architecture?)
- Age-restricted item approval DeCA is seeking only a modernized hardware solution that is capable of integration with any SaaS provider.
