About this file

This document is a Request for Information (RFI) Responses summary for federal contract N4008526B0002, Amendment 0003, addressing 39 questions from contractors regarding a dredging project at the Philadelphia Navy Yard.

The project involves dredging of a reserve basin and access channel, with material disposal at two facilities: Weeks Marine Whites Rehandling Basin and Waste Management Corporation Biles Island. Material from Area RB-A 7/8 must be disposed at Biles Island, while other areas may use either facility. Key operational requirements include 24/7 access to the reserve basin and access channel, with the contractor responsible for coordinating 26th Street drawbridge openings. The government provided the November 2023 bathymetric survey as the most current data available and will supply permits for sediment disposal. Quality control specifications require replacement of SECTION 01 45 00, with the QC Manager needing minimum five years of combined experience in relevant positions and at least two years specifically as a QC Manager, plus familiarity with EM 385-1-1 and expertise in hazard identification, safety compliance, and sustainability. Underwater QC and Fire Protection QC teams are not applicable. The contractor assumes responsibility for debris staging on barges and off-site transport, coordination with utility owners regarding a 15 KV power line, vessel displacement coordination, dockage arrangements, and direct communication with disposal facility operators regarding fees and capacity. The government indicated that bathymetric survey data for Whites Basin, Biles Island approach channel details, geotechnical investigation records, and historical dredging information are not available, with contractors expected to obtain this information directly from relevant owners and operators.
