About this file
This is a Request for Information (RFI) Responses document for a federal dredging contract. The document provides government clarifications and answers to 38 questions submitted by potential contractors regarding a dredging project at Philadelphia Navy Yard Reserve Basin.
Key clarifications from the government include: the November 2023 bathymetric survey in XYZ format is the most current available; all material from Area RB-A 7/8 shall be disposed at Biles Island; contractors are responsible for all tipping fees at disposal facilities (Biles Island and Whites Basin), with contact information provided in Specifications Appendix B; the requirement for a Project Quality Control Manager to be a licensed professional engineer has been waived in favor of requiring 5 years of combined experience in relevant positions with familiarity of EM 385-1-1 safety standards; a Fire Protection Quality Control Specialist is not required for this dredging project; contractors must hire an independent third-party surveying firm to perform pre and post-dredge surveys while the government processes field data and performs pay volume calculations; a new dredging permit will be issued with the Notice to Proceed, with NTP estimated for 3-4 months after May 2026 permit application; NAVFAC will remain the material generator due to high PFOS and TCLP levels; the 270-day completion time governs over the 5,000 cubic yard per day minimum production rate for DPAS compliance; and anticipated dredged material meets acceptance criteria at listed disposal sites per Appendix B acceptance letters. Twenty-three additional questions remain pending government response, covering topics including permit details, QC specialist requirements clarification, power line de-energization procedures, laydown and dockage availability, historical dredging data, disposal fee information, bathymetric survey data for disposal sites, sediment documentation, geotechnical investigations, and vessel displacement procedures.

All Material from Area RB-A
7/8 shall be disposed of at
Biles Island.
Is the Contractor responsible for tipping fees at Biles Island and/or
Whites Basin? If so, please provide contact information for representatives of these two facilities so the tipping fees can be obtained.

4 65/375 01 45 00 1.6.1.2
Section 01 45 00, para. 1.6.1.2, requires the project QC manager to be a registered professional engineer.
This is an uncommon certification for

5 71/375 01 45 00 1.6.5.2
Section 01 45 00, para 1.6.5.2, requires a project Fire Protection QC
Specialist. Will the Government consider eliminating this requirement for this project as this is uncommon for dredging projects?
Yes. A Fire Protection Quality
Control Specialist (FPQC) shall not be required for this dredging project.
Please confirm payment acceptance surveys are to be performed by a third-party licensed surveyor, subcontracted by the Contractor, and that the Government will not be performing the payment surveys?
The contractor shall hire an independent third-party surveying firm to perform the filed surveying for the pre and post dredge surveys. The government shall process the field survey data and perform the pay volume calculations.
See Specifications section:
SECTION 35 20 23
paragraphs 3.3 and 3.3.1.
The USACE dredge permit provided in Appendix B authorizes work under the NWP through March 14, 2026.
Will an updated permit letter be issued prior to NTP and will the permit conditions remain the same?
A new permit has been applied for and will be furnished to the contractor along with the
Notice To Proceed. Dredging work cannot commence until the new dredging permit has been issued by the Army
Corps of Engineers.
The USACE dredge permit provided in Appendix B states Whites Basins is permitted to accept material up to June
20, 2025. Please confirm that USACE has extended the use of Whites Basin beyond this date and provide the new expiration date?
June 20, 2025, was the expiration date of the old permit for Whites Basin. This permit has since been renewed and will be reflected in the new dredging permit once obtained.
Could NAVFAC provide the PADEP permit & right of entry for the dredged material to be placed at Biles Island?
PADEP correspondence is contained within Appendix
"B" beginning on Page 20.
Acceptance letters from
Weeks and Waste
Management are also included in Specs Appendix "B" beginning on page 16.
Please confirm the contractor is responsible for carrying tipping fees in their bid.
Yes. Contractor shall be responsible for all disposal-related fees.
Could NAVFAC provide the most recent .xyz files for this project?
Yes
When does NAVFAC intend to issue
NTP for this project.
NTP will be issued once the new dredging permit is acquired. The new permit was applied for in May 2026. It is estimated to be issued within the next 3 - 4 months.
Due to the high levels of PFOS and
TCLP, please confirm that NAVFAC will be the Generator of Material for this project.
Yes. NAVFAC will remain as the generator.
In the event dredged material is rejected by the identified disposal sites due to contamination or other material characteristics that predate this solicitation, please clarify the
Government’s expectations regarding
In the event dredged material is rejected by the identified disposal sites due to contamination or other material characteristics that predate this solicitation, contractor responsibility. How should bidders account for the potential cost and schedule impacts associated with securing, permitting, and utilizing alternative disposal locations not identified in the contract?
NAVFAC will pursue approval(s) for alternative disposal site(s). The contractor shall coordinate contract modifications, if necessary, with the construction manager and the contracting official.
The contract specifies a minimum dredging production rate of 5,000 CY per day and also requires completion of all work within 270 calendar days from the lead time event. The minimum production rate would support completion in substantially less than the full contract duration. For the purposes of Defense Priorities and
Allocations System (DPAS) compliance and preferential scheduling under 15 C.F.R. Part 700, which of these requirements does the
Government intend constitute the prioritized “delivery requirement”: (a) the minimum 5,000 CY per day production rate, (b) the 270-day contract completion period, or (c) both?
270-day completion time shall govern.
Has the Government confirmed that the anticipated dredged material meets the acceptance criteria for each proposed disposal site?
Yes. See Specifications -
Appendix "B" for associated acceptance letters and state approvals.
Should bidders assume that all dredged material will be suitable for disposal at the listed sites without requiring treatment or alternative disposal?
Yes.
Will the Government retain title to and control over the dredged material at all times (including during dredging, transport, staging, and placement at the DMCF)?
Yes. NAVFAC will remain as the generator.
Please confirm that 24/7 operation will require at least one Level 1 SSHO on each shift.
Yes.
Please provide a Davis Bacon rate for divers.
If a classification is missing from the Wage Determination, the DOL conformance process shall be followed after contract award with the
Administering Contracting
Officer to request the additional classification.
The solicitation states that “One of the following two disposal sites are proposed to be utilized..” and lists the
Weeks Marine Whites Rehandling

Basin and the Waste Management
Corporation Biles Island disposal facility; but mentions that Areas RB-
A, RB-C AND RB-D can be disposed of at Whites Basin or Biles Island, and that Area RB-A 7/8 must be disposed of at Biles Island, which implies that two sites must be utilized. The plans contradict this, noting on page V-002 that all project material can be disposed at Whites Basin, but only dredge Area A (excluding borings 7 and 8) and the access channel can be disposed at Biles Island. Please advise which is correct.
