About this opportunity
This solicitation seeks research, development and engineering support services for specialized aerospace systems. The Department of the Navy Secretary of the Navy Office of Naval Research requires execution of systems engineering, analytical, technical and programmatic tasks to support evolving aerospace technology from mission concept design through on-orbit operations. Services include hardware and systems design, modeling and simulation, testing, data analysis and logistics support. Proposals are due by October 12, 2021 and award will be made in February 2022 based on best value using the trade-off source selection process. Questions regarding this solicitation must be submitted within 20 calendar days of issuance.
The contract is a 100% small business set-aside with a North American Industry Classification System code of 541715 and small business size standard of 1,000 employees. It is an indefinite-delivery, indefinite-quantity single award contract for a maximum value of $50 million over a five year ordering period ending in 2027. Task orders will be issued as either cost-plus-fixed-fee or firm-fixed price. The place of performance is Washington, DC.

This announcement constitutes a Request for Proposal (RFP) in accordance with Federal Acquisition Regulations (FAR) Part 15 for “Research, Development andEngineering Support for Specialized Aerospace Systems”. The solicitation and its attachments are attached to this notice.
The scope of the contract provides for the execution of specific systems engineering, analytical, and technical tasks to support evolving aerospace technology. These tasks may extend from mission concept design and feasibility analysis through on-orbit operation of space systems. Flight system activities may include design of appropriate hardware and systems; systems engineering, analysis, planning, and management for the collection, reduction, analysis,and documentation of experimental and operational data; modeling and simulation; test and evaluation;and logistics support.
Please note that all RFP, amendment(s) and/or publicly releasable documentation will be posted to Contract Opportunities at beta.sam.gov. It is recommended that interested offerors check the site frequently for any updates. Paper copies of the solicitation will not be issued, and may be accessed electronically only. Offerors are responsible for routinely checking FBO for any possible solicitation amendments that may be issued.

It is anticipated that an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single award type contract will be awarded with an ordering period of five (5) years. Task orders are expected to be issued as cost-plus-fixed-fee. Award(s) will be made based on best value to the Government through the trade-off source selection process.
