About this opportunity

The Department of the Air Force Materiel Command Test Center seeks to establish an Other Transaction Agreement (OTA) under 10 U.S.C. 4022 for Advanced Test and Logistics Support Services (ATLSS), a centralized Business Process Prototype to support the 704th Test Group, with white paper responses due August 10, 2026. This is a prototype procurement under OTA authority, not a traditional FAR competition.

Place of performance is Holloman Air Force Base, New Mexico. The primary NAICS code is 541330 (Engineering Services), with alternative codes 561210 (Facilities Support Services) and 541614 (Process, Physical Distribution, and Logistics Consulting Services). The PSC is R706, Support-Management: Logistics Support.

The prototype must deliver an Online Workflow Management System (OWMS) addressing four core objectives: rapid ad-hoc procurement of critical materials and specialized instrumentation (approximately $4.5 million annually across 200 procurement actions); service, repair, and maintenance for test equipment including heavy machinery and CNC equipment (approximately $250,000 annually); secure, compliant transportation of sensitive electronic warfare and directed energy equipment to domestic and international locations including Australia and New Zealand (four annual shipments, six 20-foot containers, with 100% ITAR and export control compliance); and rapid-response ad-hoc infrastructure solutions such as temporary generators and HVAC units (five events annually, estimated pass-through value $3 million).

Performers must maintain 99% OWMS uptime, achieve 100% CMMC Level 2 compliance, meet NIST SP 800-171 standards for controlled unclassified information protection, and demonstrate specific success metrics: 95% routine procurement completion within established timelines, 98% on-time delivery for shipments, 90% first-time fix rate for repairs with 96-hour technician dispatch, and 48-72 hour response for emergency support. Pricing must be firm, fully-priced milestones across 24 months; material, equipment, and shipping costs are pass-through expenses. Performers must certify compliance with 10 U.S.C. 4022(d) by including at least one nontraditional defense contractor or nonprofit research institution, ensuring all significant participants are small businesses or nontraditional contractors, or funding one-third of project costs from non-Federal sources. Upon successful prototype completion, the Government may award a follow-on production contract without competitive procedures. White papers must not exceed 20 pages excluding cost proposals and certifications, submitted electronically to brooke.vandeman@us.af.mil. A Virtual Industry Day was held July 23, 2026. Amendment 02 was posted July 30, 2026.
