About this opportunity

The Department of the Air Force, through contracting office AFTC/PZ (Arnold), is soliciting whitepapers for the Extreme Loads Tire Force Machine (ELTFM) prototype under 10 U.S.C. 4022 Other Transaction Authority, with responses due December 2, 2026. No set-aside is used. AFTC/PZ is procuring on behalf of the 704th Test Group Aerospace Survivability and Safety Office (OL-AC) at Wright-Patterson AFB, Ohio, which needs a high-capacity dynamic test machine to replace its legacy Tire Force Machine, which cannot meet current high vertical and lateral load requirements. The notice is directed to the AEDC Velocity Alliance Consortium and industry partners via SAM.gov.

Eligibility requires satisfying at least one condition in 10 U.S.C. 4022(d): significant participation by a nontraditional defense contractor or nonprofit research institution; all significant participants being small businesses or nontraditional contractors; at least one-third of project cost from non-Federal sources; or a written determination of exceptional circumstances.

Performers must demonstrate capability to design and manufacture heavy-duty load frames, integrate 6-DOF force/moment sensors, and design a custom cantilevered carriage socket compatible with the Joint Multi-Purpose Dynamometer. The Government does not request detailed designs, CAD drawings, or source code at this stage. Whitepapers are limited to 15 pages excluding pricing appendices. Prototype A (Design Phase) uses firm-fixed-price base milestones through a Critical Design Review. Prototype E (Execution Phase) uses unpriced, unfunded optional milestones through installation and Site Acceptance Testing at Wright-Patterson AFB, with ROM pricing and schedules required for those options. Evaluation is single-step best value.

Requirement documents are marked Distribution D and/or export controlled. Interested parties must provide a CAGE code to Agreements Officer Haley Smith or Agreements Specialist Paytonne Szatkowski. Documents release via DoD SAFE after CMMC Level 2 (Self) and JCP certification are confirmed.

Project Title: Extreme Loads Tire Force Machine (ELTFM)
Contracting Organization: AFTC/PZ (Arnold)
Applicable NAICS Code: 334519 – Other Measuring and Controlling Device Manufacturing (Physical Properties Testing Equipment)
Applicable PSC Code: 6635 – Physical Properties Testing and Inspection Equipment
Acquisition Authority: 10 U.S.C. § 4022 – Other Transaction Authority for Prototypes
Offerors may recommend an alternate NAICS or PSC code for consideration.

The 704th Test Group (704 TG) Aerospace Survivability and Safety Office (OL-AC) at Wright- Patterson AFB, Ohio, requires an advanced, state-of-the-art testing capability to replace its legacy Tire Force Machine (TFM). Currently, the legacy system cannot meet the high vertical and lateral load requirements of current tire test profiles.

To bridge this critical testing gap, the Government is initiating the Extreme Loads Tire Force Machine (ELTFM) prototype project. The ELTFM is conceived as a unique, high-capacity dynamic test machine designed to bridge the operational gap between high-speed dynamometer force testing and static load presses.

See request for white paper attached for details.

NOTE: The requirement documents for this effort are marked Distribution D and/or Export Controlled. For access to these documents, please provide your company's CAGE to the POCs listed. Once CMMC Level 2 (Self) and JCP certification are confirmed, the documents will be sent via DoD SAFE.
