About this file
This is a Statement of Objectives (SOO) for an Other Transaction Agreement (OTA) to establish the Advanced Test and Logistics Support Services (ATLSS) program supporting the 704th Test Group. The SOO establishes four primary service objectives: (1) Test Support Procurement—rapid acquisition of equipment, metals, fabrication materials, specialized instrumentation, calibrated sensors, GPS/PNT equipment, and related materials through an Online Workflow Management System (OWMS) with 95% of routine items procured within established timelines and 98% specification accuracy; (2) Service, Repair, and Maintenance (MX)—high-availability support for heavy equipment, cranes, CNC machines, lathes, waterjets, and mills with initial technician dispatch within 96 hours for critical faults and 90% first-time fix rate, with 90% of repairs completed within 30 days; (3) Material Shipment—secure, compliant transportation of high-value test articles and sensitive equipment including electronic warfare systems and directed energy equipment to domestic and international locations (including Australia and New Zealand) with 98% on-time delivery and 100% compliance with ITAR and export control regulations; and (4) Ad-Hoc and Emergent Test Support—flexible rapid-response capabilities for unpredictable infrastructure needs such as temporary generators and HVAC solutions with actionable quotes provided within 96 hours.
The performer must maintain the OWMS with 99% system uptime and 100% CMMC Level 2 data security compliance, ensure 100% visibility of funds tracked through the system with zero unapproved cost overruns, and demonstrate accurate invoicing and financial reporting. The Department of the Air Force Materiel Command Test Center is the federal agency managing this OTA procurement, which was issued as a Request for White Papers (Solicitation FA910126RWP_ATLSS) with an industry day held on 23 July 2026.

STATEMENT OF OBJECTIVES (SOO)
Advanced Test and Logistics Support Services (ATLSS)
1.0 Purpose & Scope
The purpose of this SOO is to establish an Other Transaction Agreement (OTA) to provide agile, comprehensive logistics and test support for the 704th Test Group (704 TG). The scope encompasses four primary functions: Test Support Procurement; Equipment Service, Maintenance, and Repair (MX); Material Shipment; and Ad-Hoc/Emergent Test Support. The goal is to ensure the 704 TG has uninterrupted, responsive support to execute critical national defense testing and experimentation.
2.0 Program Objectives
The performer shall provide innovative, efficient, and cost-effective solutions to meet the following core objectives:
2.1 Objective 1: Test Support Procurement
Provide rapid, ad-hoc procurement of equipment, services, and materials required to sustain dynamic test environments.
· Target Areas: Metals, fabrication materials, specialized instrumentation, calibrated sensors, calibration equipment, GPS/PNT (Positioning, Navigation, and Timing) equipment, and other materials or services to support test execution.
· Outcome: Streamlined acquisition cycles that eliminate supply chain bottlenecks for testing operations, managed through an accessible Online Workflow Management System (OWMS).
2.2 Objective 2: Service, Repair, and Maintenance (MX) for Test Equipment Ensure high availability and reliability of critical test and fabrication infrastructure through rapid repair services.
· Target Areas: Heavy equipment, Shuttlelift cranes, CNC machines, lathes, waterjets, mills and similar industrial test support machinery.
· Outcome: Minimized equipment downtime of high-value test assets through rapid response repairs.
2.3 Objective 3: Material Shipment for Test Support
Execute secure, compliant, and timely transportation of high-value, sensitive test articles and equipment to domestic (CONUS) and international (OCONUS) locations.
· Target Areas: Specialized systems such as electronic warfare jammers and Directed Energy (DE) equipment. Expected OCONUS operational nodes include, but are not limited to, Australia and New Zealand.
· Outcome: Seamless door-to-door delivery that adheres to all customs, export control (e.g., ITAR), and security regulations without delaying test/exercise schedules.
2.4 Objective 4: Ad-Hoc & Emergent Test Support
Provide a highly flexible capability to rapidly resolve unpredictable, emergent test support requirements that fall outside standard procurement or maintenance categories.
· Target Areas: Urgent infrastructure or environmental bridging solutions (e.g., rapidly sourcing and deploying temporary generators and portable AC units to cool test articles while awaiting permanent facility power/transformer upgrades).
· Outcome: Prevention of test schedule slippage or equipment damage due to unforeseen facility, environmental, or operational shortfalls.
3.0 Performance Parameters & Metrics
To ensure the performer meets the 704 TG's objectives, the following Performance Parameters establish the baseline for evaluating performance success. (The performer will be expected to expand on these in their Quality Control Plan).
Objective Area
Performance Parameter / Standard
Acceptable Quality Level (AQL)
1. Procurement
Procurement Turnaround Time: Time from Government request approval to purchase execution.
95% of routine items purchased within established timelines;
98% accuracy on item specifications.
1. Procurement
Availability & Tracking: The Online Workflow Management System (OWMS) must remain accessible and provide real-time tracking for all procurements.
99% system uptime; 100% compliance with CMMC Level 2 data security.
2. Service, Repair & MX
Repair Response Time: Time to assess and initiate repair workflows for critical test equipment (e.g., CNCs, cranes) after notification.
Initial assessment/technician dispatch within 96 hours for critical faults; 90% first-time fix rate.
2. Service, Repair & MX
Repair Completion Time. Time from assessment and initiation of repair for critical test equipment.
Repair completed within 30 days of assessment for 90% of failures.
3. Shipment
Delivery Schedule & Compliance: Shipments arrive at CONUS/OCONUS test locations intact and on schedule.
98% on-time delivery; 100% compliance with international export/customs regulations.
4. Ad-Hoc Support
Emergent Response Capability: Ability to source and propose solutions for out-of-scope emergency needs (e.g., temporary HVAC/power).
Actionable solution/quote provided to the Government within 96 hours of emergency notification.
Overall
Cost Control & Reporting: Accuracy of invoicing and financial reporting within the OWMS.
100% visibility of funds tracked via OWMS; zero unapproved cost overruns.
