About this opportunity
The United States Coast Guard seeks quotations for design, construction, testing, and delivery of Special Purpose Craft – Ice Rescue Transport Second Generation (SPC-IRT II) vessels, with quotations due September 4, 2026 and questions due August 28, 2026. This is a total small business set-aside under NAICS 336612, Boat Building, with a 1,000-employee size standard.
The procurement is structured as a firm-fixed-price Indefinite Delivery Indefinite Quantity contract with a three-year base ordering period from September 2026 through September 2029. The contractor must deliver the first two SPC-IRT II units by December 14, 2026. Eight vessels total will be delivered to five Coast Guard facilities in the Great Lakes region: two each to Stations Saginaw River and Sault St. Marie (Michigan) and District Great Lakes (Cleveland, Ohio); one each to Stations Sturgeon Bay (Wisconsin) and Marblehead (Ohio). All vessels must be built within the United States per 14 USC 1151 and 10 USC 8679. Place of performance is Washington, DC, with FOB Destination delivery terms.
The SPC-IRT II is an ice rescue airboat with maximum length of 25 feet and beam of 8 feet 6 inches when trailered. The vessel must achieve minimum top speed of 15 knots in 6-inch waves, maintain 5 hours continuous operation at optimum planing speed with 10% fuel remaining, and operate in air temperatures from minus 30°F to 115°F and water temperatures from freezing to 80°F. The craft requires high-strength composite hull construction, positive buoyancy per ABYC H-8 standards, and ability to traverse grass and dirt for 1,000 yards and stop within 100 feet from full speed on snow-covered ice. Integrated systems include USCG SINS-2 navigation, infrared camera with pan/tilt gyro stabilization, VHF DSC communications, internal crew communications with wireless VOX, and AIS transponder. The vessel accommodates six persons with shock-mitigating forward-facing seats and must support human factors engineering standards accommodating 5th percentile females through 95th percentile males in cold weather protective equipment.
The contractor shall provide one-year stem-to-stern warranty on vessels and trailers, and two-year or 300-hour warranty on steering and propulsion systems including all labor, materials, and shipping. Warranty claims require 48-hour acknowledgment and 14-day resolution or Warranty Repair Plan submission. Technical deliverables include builder's drawings, CAD/3D models, Boat Information Book addressing Hull, Mechanical & Electrical and C4ISR systems, Maintenance Requirements List with associated kit, Master Equipment List, and two days of crew familiarization training at delivery.
Evaluation weighs Mission Effectiveness (non-price factor, significantly more important) and Price. The government reserves the right to award without discussions based on initial submissions. Contracting Officer William E. Lewis and Contract Specialists Tanya Turner-Fells and Liessel Ampie are listed as agency contacts. Updated Q&A responses were issued August 31, 2026.
