About this opportunity

The United States Coast Guard is issuing a Request for Information on October 21, 2026, with responses due November 13, 2026, to assess commercially available icebreaking vessel capabilities supporting emergent domestic operations within Coast Guard District Northeast.

This is market research only; no contract will be awarded and respondents will not be reimbursed. The USCG seeks U.S.-flag, coastwise-qualified vessels capable of operating in Northeast waterways including Boston Harbor, Cape Cod Canal, Buzzards Bay, Narragansett Bay, and Connecticut ports. Vessels must hold valid U.S. Coast Guard Certificates of Inspection and demonstrate icebreaking capacity for 4 to 18 inches of ice thickness.

Required vessel availability is up to 12 hours per day during daylight hours with a minimum 7-day operational window. Mobilization to the Northeast is required by January 2, 2027. Respondents must provide company and vessel information including ownership, build year, principal dimensions, fuel capacity, crew accommodations, geographic operational boundaries, and prior icebreaking or winter maritime operations experience. Food and fuel endurance, mobilization timelines, and operational capability details are required submission elements.

Optional information includes notional daily rate ranges, mobilization and demobilization cost concepts, contract structure suggestions, and constraints or innovative approaches. Responses must be emailed to Brady Gariano (Brady.A.Gariano@uscg.mil) or Jeff Center (Jeffery.A.Center2@uscg.mil) with subject line "RFI Response - Northeast Ice-Breaking - [Company Name]."
