About this file
This is a Questions and Answers Form containing government responses to inquiries submitted by potential offerors regarding the RFQ for Special Purpose Craft – Ice Rescue Transport Second Generation (SPC-IRT II).
The document serves as a clarification mechanism for the solicitation and does not independently specify products, services, pricing, or award details. Rather, it addresses questions raised by vendors regarding the requirements outlined in the Statement of Work, Specification, Pricing Worksheet, and other solicitation attachments. The Q&A responses provide official government clarifications on technical specifications, compliance requirements, delivery expectations, and other solicitation-related matters to ensure all potential bidders have consistent understanding of the procurement requirements. Offerors should review these responses in conjunction with the primary solicitation documents to ensure their quotations accurately address the government's stated needs for the ice rescue craft under this total small business set-aside IDIQ contract.

Is there USCG personnel assigned to assist with formats with the contractor? | USCG will hire the 3rd party logistics support to convert Contractor information into standard Coast Guard logistics data. USCG personnel will assist with formatting the builder’s deliverables as needed.
| 5 | SOW 081-2.1 | Does the USCG have a 3rd party consultant or firm to help the small business meet other aspects of the SOW, If so who pays for this? | No the USCG does not have a 3rd party consultant to help the small business. The USCG intends to hire a third party to gather information from the builder to generate the logistics deliverables the USCG requires to support the boats through their lifecycle. | ||
| 6 | SOW 092-1.2 | How many USCG Personnel are coming on the contractor’s site for Acceptance Testing (AT) and is this on their expense? Is this for every boat or just the first boat? | The number of USCG personnel that will attend Acceptance Testing (AT) may vary and will likely be 2 or 3. The Coast Guard personnel will travel at Coast Guard expense. AT will be done on every boat. | ||
| 7 | SOW 092-1.9 | If getting underway for the AT at the contractor site the VHF-FM radio will most likely not reach USCG sector. Would you have an alternate for the contact system? | Yes, there are alternate means to contact the Sector, and this can be done by phone if VHF is not effective. | ||
| 8 | SOW 089-1.1 | If the contractor evaluates the operators during the training session and determines a need for additional instruction in the use of the SPC-IRT II. Can or will the USCG accept this recommendation and utilize additional instruction? | The USCG will evaluate FAM recommendations as needed. | ||

Additional FAM may be needed to reach a minimally acceptable competency level which is executed in a modification.
| 10 | SOW 092-3.3 - 092-3.9 | Full Power and Endurance Test through maneuvering testing–It is not recommended on a new engine to run at full power for 30 minutes until the engine is ‘broken’ in which is stated as 25 hours in their warranty. Can this be revised to satisfy your check out (AT) the best way to do these tests for safety risks, the boat, the company, the USCG, and engine to satisfy these needs to come up with a plan to satisfy both the USCG and the specs of the engine/boat and company? | Yes, the intent of the full power trial and endurance test is to demonstrate the engine is performing to its designed capability and operates over a period of time without issue. The USCG will consider alternate approaches to demonstrating this prior to acceptance of a boat. A plan can be submitted that provides alternate methods to demonstrate the AT requirement are met. | ||
| 11 | SOW 089-1.1 | 2 days of FAM upon delivery. If conditions are not favorable for FAM (summer) then will FAM take place once there are optimal FAM conditions? (winter, fast ice and brash ice/ open water…) | FAM will be conducted at the delivery and acceptance of the boat to the extent possible given environmental conditions. If additional FAM is needed to become familiar with operations in other environmental conditions- additional FAM may be ordered through the contract. | ||
| 12 | SOW 084-3.2 | Stated ‘upon delivery the boat is to be cleaned, clear of any road dirt, etc.’ In winter conditions how would this be accomplished if delivered by a commercial low boy semi driver? Will the USCG station supply personnel, a heated area, and water to clean the boat? | Reasonable attempts should be made to deliver a boat in new and clean condition. Environmental conditions will influence what is considered reasonable and can be agreed at the time of delivery. | ||
| 13 | SOW 084-3.3 | Is a contractor to be physically present at every delivery at a USCG location even during summer, or If FAM Training will be delayed for proper conditions? | The Contractor does not need to be physically present at every delivery. FAM will be completed with each delivery and it is recognized that FAM may need to be reordered and completed a second time based on environmental conditions at the time of delivery. | ||
| 14 | SOW 084-3.3 | Unloading the boat and Trailer from a Low-boy Semi may require a truck with a hitch, can the USCG use their truck for this off-loading? If a contractor supplied vehicle is necessary, this may add costs. | If available USCG vehicles can be coordinated to assist with the off-loading but the contractor must be IAW SOW 084-3.3 requirements. | ||
